Farhan's work keeps him on the road for most of the day. On a typical day he covers around 70 km across Mumbai, between Kurla and Andheri.
His old car is finally done. He has narrowed it to one hatchback, to be registered at Wadala.
The dealer has quoted two versions: petrol at Rs. 8.5 lakh and factory-fitted CNG at Rs. 9.4 lakh. The CNG version would cost less to run on those daily trips. However, the extra Rs. 90,000 is difficult to accommodate within a loan he has already worked out to the Rupee.
Wadala RTO operates under the code MH-03 and is located at the Wadala Truck Terminal in eastern Mumbai. It is formally the Regional Transport Office, Mumbai (East) and handles registration, driving licences, road tax and permits.

The office is inside a large commercial terminal complex, so the right entrance is not always obvious. Call before travelling to confirm both the counter and the timing for your service.
Parking near the terminal is limited. Many visitors use a cab or public transport instead.
Which areas does Wadala RTO cover?
Registration jurisdiction in Mumbai is set by pincode and the department assigns each one to an office.
Mumbai has four registering authorities and their boundaries do not follow the way people describe neighbourhoods. A locality name is not a reliable guide to which office holds your file.
Check which office covers your pincode on the Parivahan portal before you travel. If your vehicle already carries an MH-03 number, this office holds its record.

Pay road tax and the registration fee. Keep the receipt.
Vehicle inspection. An officer checks the engine and chassis numbers.

How to transfer vehicle ownership
A used vehicle must be transferred into the buyer's name within 30 days, at the office where it was first registered.
Complete Form 29, the notice of transfer and Form 30, the report of transfer, both signed by buyer and seller.
Gather the original RC, a valid insurance certificate, a PUC certificate and the buyer's address proof.
Take a pencil print of the chassis and engine numbers.
Get a No Objection Certificate from the financier if a loan was registered against the vehicle.
Submit the file and pay the transfer fee.
The insurance policy must be moved into the buyer's name separately. Otherwise the new owner holds no own damage protection.
Vehicle registration fees
Registration fees are set centrally and are the same at MH-03 as anywhere in India.
Table: Registration fees by vehicle category
Vehicle category | Fee |
|---|---|
Motorcycle | Rs. 300 |
Three-wheeler or light motor vehicle, non-transport | Rs. 600 |
Three-wheeler or light motor vehicle, transport | Rs. 1,000 |
Medium vehicle | Rs. 1,000 |
Heavy vehicle | Rs. 1,500 |
Imported motorcycle | Rs. 2,500 |
Imported motor vehicle | Rs. 5,000 |
Duplicate RC, ownership transfer, address change | Half the registration fee |
These are administrative charges. Road tax is separate and far larger.
How much is road tax in Maharashtra?
Maharashtra charges a one-time lifetime tax on a new private car and the rate depends on both the fuel type and the vehicle's cost.
The table covers a new, privately owned, non-transport car registered by an individual. Company-owned, imported, transport and used vehicles are taxed on different bases.
Table: Maharashtra one-time road tax on a new private car
Fuel type | Up to Rs. 10 lakh | Rs. 10 lakh to Rs. 20 lakh | Above Rs. 20 lakh |
|---|---|---|---|
Petrol | 11% | 12% | 13% |
Diesel | 13% | 14% | 15% |
CNG or LPG, factory-fitted | 8% | 9% | 10% |
A Road Safety Cess of 2% applies on top. It is charged on the motor vehicle tax, not on the vehicle price.
The one-time tax is also capped at Rs. 30 lakh. That cap and the CNG and LPG rates, took effect on 1 July 2025.
Where fuel type changes the figure. Using illustrative prices for Farhan's two variants, both within the Rs. 10 lakh band:
Table: Illustrative road tax on petrol and CNG versions of one model
Version | Vehicle cost | Rate | One-time road tax |
|---|---|---|---|
Petrol | Rs. 8,50,000 | 11% | Rs. 93,500 |
CNG, factory-fitted | Rs. 9,40,000 | 8% | Rs. 75,200 |
The CNG version costs Rs. 90,000 more and attracts Rs. 18,300 less tax. At registration, it still comes to Rs. 71,700 more than the petrol version.
Farhan drives around 70 km a day for work. Road tax narrows his gap to Rs. 71,700 before he covers a single kilometre. His mileage will gradually reduce that amount over time, but his loan needs to cover the cost upfront.
These are illustrative numbers, so confirm the vehicle cost and tax on your own invoice with the dealer.
Two-wheelers are taxed separately, at 10% to 12% of cost by engine capacity, with a Rs. 1,500 minimum.

Why insurance comes before registration
A vehicle cannot be registered in India without a valid insurance certificate in force.
Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988. New private cars are issued a bundled policy. It carries three years of third-party cover with one year of own damage cover.
Insurance is needed again at ownership transfer and at fitness certification for commercial vehicles.
Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.
Comprehensive cover is worth weighing against third-party alone in Mumbai. The city combines dense traffic, monsoon waterlogging and heavy street parking.
Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers. Options include comprehensive, third-party and standalone own damage policies .
Conclusion
Confirm your office by pincode before you travel and call ahead to check the counter for your service.
Work out the road tax on each version you are considering. In Maharashtra, fuel type changes the rate, so the showroom price alone does not show the full difference.
Farhan has asked the dealer for on-road quotes on both versions, tax included. He'll weigh them against his mileage and his loan before he signs.
