The Regional Transport Office (RTO) is the government body that handles all vehicle and transport-related compliance in the capital, operating under the Motor Vehicles Act, 1988.

The Delhi RTO network consists of 13 offices spread across the city, each assigned a unique zone code (DL-01 to DL-13). These offices function under the Transport Commissioner of Delhi and are responsible for maintaining road discipline, registering vehicles, and issuing licences to residents across the National Capital Territory.

Primary Functions of Delhi RTO

Each RTO office in Delhi performs the following core functions:

•       Issuance and renewal of learner's licences, permanent driving licences, and international driving permits.

•       Registration of new and pre-owned vehicles and issuance of Registration Certificates (RC), valid for 15 years for personal vehicles and 2 years for commercial vehicles.

•       Issuance of No Objection Certificates (NOC) and countersignature of driving licences issued by other states.

•       Collection of road tax and other statutory fees.

•       Management of interstate bus terminals and online road tax collection systems.

Vehicle Registration in Delhi

Temporary Registration

When you purchase a new vehicle, the dealer provides a temporary registration number (TC number). This registration is valid for up to one month from the date of purchase. During this period, the vehicle owner must apply for permanent registration at the nearest RTO.

Documents required for registration:

•       Form 20 (Application for Registration of Motor Vehicle)

•       Form 21 (Sales Certificate from dealer)

•       Form 22 (Roadworthiness Certificate from manufacturer)

•       Valid motor vehicle insurance certificate

•       Proof of identity and address (Aadhaar card, passport, or voter ID)

•       Three passport-sized photographs

•       Form 34 (if vehicle is purchased on loan/hypothecation)

Permanent Registration

Permanent registration is mandatory for any vehicle to be legally driven on Indian roads. Once submitted and verified, the RTO issues a Registration Certificate (RC) in smart card format. The RC is valid for 15 years for personal vehicles. After expiry, owners must apply for renewal.

All vehicles registered in Delhi are required to display High-Security Registration Plates (HSRP). You can apply for registration and track your application status online through the Vahan portal at vahan.parivahan.gov.in.

Types of Driving Licences Issued

Delhi RTO offices issue the following categories of driving licences under the Motor Vehicles Act, 1988, and the Motor Vehicles (Amendment) Act, 2019:

Learner's Licence

A learner's licence is issued to first-time applicants after passing a theory test. It is valid for 6 months. Within this period, the holder must pass the driving test to obtain a permanent licence. The holder is permitted to drive only under the supervision of a person holding a valid permanent licence. An 'L' sign must be displayed on the front and back of the vehicle in red on a white background.

MCWOG (Motorcycle Without Gear)

Issued for gearless two-wheelers such as mopeds and scooters. Applicants must be 18 years of age or above. Those aged 16 and above may apply for a licence restricted to vehicles with engine capacity not exceeding 50cc, subject to guardian's consent.

MCWG (Motorcycle With Gear)

Issued for geared motorcycles. Applicants must hold a valid learner's licence for a minimum of 30 days before applying. The applicant must be at least 18 years of age.

LMV (Light Motor Vehicle)

Covers private cars, jeeps, vans, and small commercial vehicles. The licence is obtained after a minimum of 30 days on a learner's licence and after clearing the RTO driving test. A permanent driving licence for private use is valid for 20 years or until the holder turns 50, whichever is earlier.

Commercial Vehicle Licences

Separate categories are available for commercial vehicle operation:

•       MGV: Medium Goods Vehicle

•       HMV: Heavy Motor Vehicle

•       HGMV: Heavy Goods Motor Vehicle

•       HPMV/HTV: Heavy Passenger Motor Vehicle / Heavy Transport Vehicle

Commercial licence applicants must meet additional eligibility criteria including minimum age requirements, medical fitness certification, and prior experience with an LMV licence in most categories.

International Driving Permit (IDP)

Delhi RTO offices issue International Driving Permits for residents planning to drive abroad. Applicants must hold a valid permanent Indian driving licence and submit Form 4A along with required documents and a fee of Rs. 1,000.

Online RTO Services in Delhi

The Delhi Transport Department offers a range of services online to reduce the need for physical visits:

•       Sarathi Portal (sarathi.parivahan.gov.in): Apply for a learner's licence, book driving test slots, renew your driving licence, and update personal details.

•       Vahan Portal (vahan.parivahan.gov.in): Register a new vehicle, transfer ownership, apply for NOC, pay road tax, and check RC status.

•       mParivahan App: Access your digital driving licence and RC on your smartphone, check PUC status, and pay traffic challans.

•       DigiLocker: Store and access your RC, driving licence, and insurance documents digitally.

•       Faceless Services: Since 2021, Delhi RTO offers biometric-authenticated, e-signed services allowing several transactions to be completed without visiting an office.

Vehicle Insurance Requirement

All vehicles registered in Delhi must carry a valid motor insurance policy at all times. A minimum of third-party insurance is mandatory under the Motor Vehicles Act, 1988. Driving without valid insurance can result in a fine of Rs. 2,000 for a first offence and Rs. 4,000 for subsequent violations.

Q1. Do I need to appear for a driving test to get a learner's licence?

No. A learner's licence is issued based on a theory test only. You are not required to undergo a practical driving test at this stage. The practical driving test is required only when you apply for a permanent driving licence after 30 days of holding the learner's licence.

Q2. How long is a learner's licence valid?

A learner's licence is valid for 6 months from the date of issue. You must apply for a permanent driving licence after a minimum of 30 days and before the expiry of the 6-month validity period.

Q3. What rules must I follow while driving on a learner's licence?

You must observe the following rules at all times:

•       You must be accompanied by a person holding a valid permanent driving licence.

•       You must display an 'L' sign at the front and rear of the vehicle in red on a white background.

•       If driving a two-wheeler, you cannot carry any pillion passenger other than your instructor.

Q4. Can I renew my driving licence online?

Yes. Driving licence renewal can be initiated online through the Sarathi portal at sarathi.parivahan.gov.in. You must submit the required documents and fee online. However, if you are 40 years of age or above, a medical fitness certificate in Form 1A signed by a registered medical practitioner is mandatory. For commercial licence renewal, record verification is carried out before the renewed licence is issued. In some cases, a physical visit to the RTO may be required for document verification or re-testing.

Q5. What happens if I do not renew my driving licence on time?

You can renew an expired driving licence within 5 years from the date of expiry. A penalty is charged for late renewal after the first 30 days of expiry. Driving with an expired licence is a legal offence, and in the event of an accident, the insurance company may not provide compensation.

Q6. Can I drive with a digital driving licence on my phone?

Yes. A valid digital driving licence accessed through the DigiLocker app or the mParivahan app is accepted as a legal document while driving. You may use this until your physical smart card arrives by post.

Q7. Which RTO should I approach for a permanent driving licence?

You must apply at the RTO zonal office that covers your residential address in Delhi. Applying at the wrong zone is a common reason for delays and rejected applications. You can identify your zone using the list of Delhi RTO offices and their jurisdiction areas available on the Delhi Transport Department website.

Q8. Is it mandatory to register a vehicle before driving it on the road?

Yes. Under Section 39 of the Motor Vehicles Act, 1988, no vehicle can be driven or allowed to be driven in a public place without being registered by the registering authority. Driving an unregistered vehicle is a punishable offence.

Q9. Can a dealer deliver a vehicle before it is registered?

No. A dealer cannot deliver an unregistered vehicle to a customer. The dealer is required to register the vehicle in the customer's name before handing it over. Dealers are authorised to use a trade certificate to drive unregistered vehicles to the zonal office for registration purposes only.

Q10. What is the difference between temporary and permanent registration?

Temporary registration is issued by the dealer at the time of vehicle purchase and is valid for up to one month. It allows you to drive the vehicle on public roads while the permanent registration is being processed. Permanent registration, issued by the RTO after document verification and vehicle inspection, is valid for 15 years for personal vehicles and 2 years for commercial vehicles. Driving beyond the temporary registration period without permanent registration is an offence.

Q11. How can I check the status of my vehicle registration?

You can check your RC status online through the Vahan portal at vahan.parivahan.gov.in using your vehicle registration number. Alternatively, the mParivahan app provides instant access to your RC and other vehicle details.

Q12. How do I apply for a duplicate Registration Certificate (RC)?

If your original RC is lost or damaged, you can apply for a duplicate RC by submitting the following documents at your concerned RTO zonal office:

•       Application on Form 26 (in duplicate, with one copy duly attested)

•       FIR or NCR copy

•       Self-attested copy of valid insurance policy

•       Self-attested copy of Pollution Under Control (PUC) certificate

•       Self-attested copy of address proof

•       Prescribed fee

•       Challan clearance from traffic police (for commercial vehicles)

Q13. Can I get a different registration number for my vehicle?

No, you cannot change the registration number once it has been assigned to your vehicle. However, if you are relocating to another state, you may re-register the vehicle at the destination RTO by first obtaining an NOC from the Delhi RTO where the vehicle is registered.

Q14. What is the procedure for transfer of ownership of a vehicle?

To transfer ownership, the current owner must submit Form 29 (Notice of Transfer of Ownership) and Form 30 (Application for Transfer of Ownership) at the concerned RTO zonal office. The new owner's details are then updated in the RC. Vehicle insurance must also be transferred to the new owner's name.

Q15. When do I need a No Objection Certificate (NOC) from the Delhi RTO?

You require an NOC from the Delhi RTO in the following situations:

•       You are shifting your vehicle permanently to another state and need to re-register it there.

•       You are countersigning a driving licence issued by another state after relocating to Delhi.

•       You are selling a vehicle to a buyer in another state.

The NOC must be used within 3 months of issue. If unused within this period, it can be cancelled subject to submission of relevant documents and vehicle inspection.

Q16. Can an NOC be cancelled after it has been issued?

Yes. An NOC can be cancelled within 3 months of issue, provided the owner submits a no-dues certificate and a no-utilisation certificate from the destination RTO, along with the original NOC, original RC, valid insurance, and an undertaking that the vehicle is not involved in any court case or pending challan.

Q17. Is a Pollution Under Control (PUC) certificate mandatory in Delhi?

Yes. A valid PUC certificate is mandatory for all vehicles plying on Delhi roads. PUC certificates are not required for brand-new vehicles for the first year. From the second year onwards, the certificate must be renewed periodically. Delhi traffic police and RTO enforcement teams conduct regular checks, and driving without a valid PUC certificate is a punishable offence.

Q18. Is vehicle insurance mandatory at the time of registration?

Yes. A valid motor insurance certificate is a mandatory document for vehicle registration in Delhi. At a minimum, third-party insurance coverage is required as mandated by the Motor Vehicles Act, 1988. Driving without valid insurance can attract a fine of Rs. 2,000 for a first offence and Rs. 4,000 for repeat violations.
