Services Offered by Gandhinagar RTO

The Gandhinagar RTO provides the following transport-related services to residents and vehicle owners in the district.

1. Driving Licence Services

The RTO issues and renews all driver-related documents. The services cover:

  • Learner's Licence (LL): Issued after a 20-question MCQ knowledge test (minimum 12 correct to pass). Fees are paid online through the Parivahan portal. The LL is valid for 6 months.

  • Driving Licence (DL): Applicants must hold a valid LL for at least 30 days before applying for a permanent DL. A practical driving test is conducted at the RTO. The DL is dispatched to the registered postal address.

  • Renewal of DL: Renewal can be done online through parivahan.gov.in or by visiting the RTO. The grace period for renewal is 30 days from the date of expiry.

  • Duplicate DL: Issued in case of loss or damage on submission of a police FIR and relevant documents.

  • International Driving Permit (IDP): Issued to applicants holding a valid Indian DL. Valid for 1 year. Recognised in 92+ countries under the 1949 Geneva Convention. Must be collected in person from the RTO.

  • Addition of Vehicle Class: Existing DL holders can add a new vehicle class by appearing for an additional test.

2. Vehicle Registration Services

All vehicles purchased or brought into Gandhinagar must be registered with the GJ-18 RTO before being operated on public roads.

  • New Vehicle Registration: Submit Form 20 (application for registration), Form 21 (sale certificate from dealer), and Form 22 (roadworthiness certificate). The vehicle is assigned a permanent registration number under the GJ-18 code. A smart card RC is sent by speed post.

  • Temporary Registration: Valid for 1 month. Issued by the dealer at the time of purchase.

  • Transfer of Ownership: Requires Form 29 (notice of transfer by seller) and Form 30 (application by buyer). If the vehicle has an active hypothecation, an NOC from the financier is required. Transfer is typically completed within 30 working days.

  • Renewal of RC: Registration certificates for commercial vehicles must be renewed periodically. Private vehicle RCs are updated on change of address or ownership details.

  • Duplicate RC: Issued on submission of a police FIR and affidavit in case of loss or damage to the original RC.

  • Hypothecation Addition or Removal: The RTO updates the RC to reflect the addition or removal of a financial lender's interest in the vehicle.

  • No Objection Certificate (NOC): Required when shifting a vehicle to another state permanently.

  • High Security Registration Plate (HSRP): All newly registered vehicles must affix an HSRP as per government mandate. Apply through the authorised Gujarat HSRP portal or the dealer at the time of registration.

3. Fitness Certificate (FC) and Emission Tests

A Fitness Certificate confirms that a vehicle meets the safety and emission standards prescribed under the Motor Vehicles Act.

  • FC is mandatory for all commercial vehicles. Private vehicles do not require an FC.

  • Vehicles up to 8 years old: FC is valid for 2 years. Vehicles older than 8 years: FC is renewed annually.

  • The vehicle must be physically inspected at an authorised test station. After passing the test, the FC is issued.

  • Pollution Under Control (PUC) certificates are issued or renewed at authorised PUC centres and are required for all vehicles, including private cars.

4. Commercial Vehicle Permits

Goods carriers, passenger vehicles, and contract carriage operators must hold a valid permit to operate. The Gandhinagar RTO issues and renews the following permit types:

  • State Permit: Allows commercial vehicles to operate within Gujarat.

  • National Permit: Allows goods vehicles to operate across India. A composite fee of Rs. 15,000 applies in addition to the permit fee.

  • Contract Carriage Permit: For vehicles hired for specific trips or tours.

  • Stage Carriage Permit: For buses and vehicles operating on fixed routes.

  • Tourist Vehicle Permit: For vehicles used in tourism activities.

Permits are typically valid for 5 years. Renewal must be initiated at least 30 days before expiry to avoid penalties.

5. Road Tax Collection

The Gandhinagar RTO collects road tax (Motor Vehicle Tax) as follows:

  • For private vehicles: One-time tax paid at the time of registration. The rate ranges from 6% to 12% of the vehicle's cost depending on vehicle type and value.

  • For commercial vehicles: Tax is collected quarterly or annually based on vehicle category and route.

  • Delayed payment attracts a penalty. Tax can be paid online through the Gujarat transport portal.
