RTO Office Rajkot (GJ-03): Address, Vehicle Registration And Licence Guide

Get details on Rajkot RTO services, vehicle registration, licence fees, road tax and required documents.

Jignesh was buying his first car from a dealer in Rajkot. He assumed the plate would read GJ-03, since that is the Rajkot code. Then he noticed cars from a town an hour away carrying something else entirely.

RTO Rajkot operates under the code GJ-03 and is located near Market Yard in Rajkot. It handles vehicle registration, driving licences, permits, fitness certification and motor vehicle tax.

A second number, 0281-2703366, appears on the department's older HTML directory. The Commissionerate's current downloadable contact sheet gives 0281-2701833, which is the number to try first.

The Commissionerate does not publish counter hours for this office. Call before travelling rather than relying on timings quoted by third-party sites.

Which registering authority applies to you?

Gujarat's registration authority table lists RTO Rajkot as GJ-03, with no second Rajkot code alongside it.

That makes Rajkot simpler than Vadodara, which carries both GJ-06 and a separate ARTO code.

It does not mean every address in the wider region registers under GJ-03. Nearby towns have their own codes. Morbi, for example, is listed separately as GJ-36.

Rajkot district is located in central Saurashtra and carries a substantial rural geography. Registration jurisdiction is assigned by the department rather than by district boundaries on a map.

Confirm your registering authority with the office before you assume. Your dealer will usually know, though the office is the safer check.

How to register a vehicle at RTO Rajkot

Registration runs in five stages and a dealer usually files it for a new vehicle.

  1. Submit Form 20 with your supporting documents, at the office or on Parivahan.

  2. Pay motor vehicle tax and the registration fee. Keep the receipt.

  3. Vehicle inspection. An officer checks the engine and chassis numbers.

  4. Verification and approval. The office assigns a permanent registration number.

  5. RC issued. The certificate is dispatched to your registered address.

A dealer-issued temporary registration is valid for 30 days. Apply for permanent registration inside that window.

Driving on an expired temporary number counts as using an unregistered vehicle.

Documents required for vehicle registration in Rajkot

The document set is the same whether you or your dealer files it.

  • Form 20, the application for registration

  • Form 21, the sale certificate from the dealer

  • Form 22, the roadworthiness certificate from the manufacturer

  • Form 34, where the vehicle is financed

  • Valid motor insurance certificate

  • Proof of identity and proof of address

  • Sales invoice from the dealer

  • PAN card or Form 60 where no PAN is held

  • Pollution Under Control certificate, where applicable

  • Passport-size photographs

  • Temporary registration certificate

Vehicle registration fees

How much is road tax in Gujarat?

Gujarat charges a lump-sum motor vehicle tax of 6% of vehicle cost on a new private car registered to an individual.

The rate is flat. Gujarat's current tax structure carries no price bands for an ordinary private car. A Rs. 6 lakh car and a Rs. 30 lakh car attract the same percentage.

Table: Gujarat lump-sum motor vehicle tax on a new private car

Owner or vehicle type

Tax

Individual owner

6% of vehicle cost

Company or other non-exempt non-individual owner

12% of vehicle cost

Imported vehicle

Generally twice the normal rate

Universities, education trusts, public trusts and social welfare bodies are treated separately from the doubled rate.

For an ordinary private car registration, Gujarat's current tax table lists no additional cess or road safety tax.

That does not make 6% the whole bill. Registration fees, HSRP charges and hypothecation fees where applicable are all separate.

Road tax when you buy a used car in Gujarat

A resale attracts a transfer tax calculated on the lump-sum tax originally paid, not a fresh percentage of the car's value.

Table: Gujarat transfer tax on a used private car

Age of vehicle at transfer

Transfer tax

Up to 8 years

15% of the lump-sum tax originally paid

Over 8 years

1% of the lump-sum tax paid or Rs. 100, whichever is higher

Ask the seller what lump-sum tax was paid at first registration. The transfer tax cannot be worked out without it.

This matters most on an older car. A modest vehicle past eight years can attract very little.

How to apply for a driving licence at RTO Rajkot

Start on the Parivahan Sarathi portal, then attend only the stages that need you in person.

Learner's licence. Apply online, upload your documents and pay the fee. Book a slot for the test on road signs and rules.

Permanent licence. Apply 30 days after the learner's licence is issued. A practical driving test is required at the office.

Renewal. File online. Renewal falls due every 20 years or at age 50, whichever comes first.

Duplicate licence. Apply online if yours is lost or damaged.

International driving permit. Apply at the office with your valid Indian licence, passport and visa.

Jignesh took his learner's test online and only visited the office for the driving test.

Why insurance comes before registration

A vehicle cannot be registered in India without a valid insurance certificate in force.

This catches first-time buyers who expect to arrange cover after taking delivery. The sequence runs the other way.

Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988. New private cars are issued a bundled policy. It carries three years of third-party cover with one year of own damage cover.

Insurance is needed again at ownership transfer. The policy must be moved into the buyer's name separately. Otherwise the new owner holds no own damage protection.

Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.

Comprehensive cover is worth weighing against third-party alone in Rajkot. Saurashtra driving mixes city traffic with long highway stretches between towns. A third-party policy leaves all of that own damage exposure with you.

Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers. Options include comprehensive, third-party and standalone own damage policies .

Conclusion

Confirm your registering authority before assuming GJ-03 applies. Nearby towns carry their own codes.

Call the office rather than trusting published timings. The Commissionerate does not list counter hours for Rajkot.

Work out your tax on the right basis. A new car runs on the 6% lump-sum rate, while a used one attracts transfer tax instead.

Jignesh registered under GJ-03 in the end. The plates he had spotted came from a town with its own code.
