RTO Raipur (CG-04): Address, RTO Code, Services and Fees

Check CG-04 services, fees, registration rules, road tax, licence details and EV benefits in Raipur.

Anjali drives about 40 km across Raipur most days, between home, work and her parents' place. These are mainly city journeys, with short trips and a lot of stopping.

She is choosing between a petrol hatchback and an electric car. The EV would be suitable for those short daily journeys. It also costs more upfront and her apartment building has no charging point yet.

The state's EV incentives add a date to the decision. They apply during the final year of the current policy.

RTO Raipur operates under the code CG-04 and is located at Rawabhata, near Banjari Mandir, in Bhanpuri. It handles vehicle registration, driving licences, road tax, permits and fitness certification.

What is the RTO code for Raipur?

Raipur's current RTO code is CG-04.

Two other Chhattisgarh codes sometimes appear alongside it and neither is a Raipur registration office for private vehicles. CG-02 is used for Chhattisgarh government vehicles. CG-03 is used for state police vehicles.

Older registrations may carry MP-23. That was Raipur's code when the area was still part of Madhya Pradesh. It predates Chhattisgarh becoming a separate state.

An MP-23 plate is a historical registration and it remains valid. New private vehicles in Raipur are registered under CG-04.

How to register a vehicle at RTO Raipur

The registration process has five stages and a dealer usually files it for a new vehicle.

  1. Submit Form 20 with your supporting documents, at the office or on the Parivahan portal.

  2. Pay the lifetime tax and registration fee. Retain the receipt.

  3. Vehicle inspection. An officer checks the engine and chassis numbers.

  4. Verification and approval. The office assigns a permanent registration number.

  5. RC issued. The certificate is dispatched to your registered address.

A dealer-issued temporary registration lets you use the vehicle while the permanent one is processed. Apply for permanent registration before it expires.

Documents required for vehicle registration

The document set is the same whether you or your dealer files it.

  • Form 20, the application for registration

  • Form 21, the sale certificate from the dealer

  • Form 22, the roadworthiness certificate from the manufacturer

  • Form 34, where the vehicle is financed

  • Valid motor insurance certificate

  • Proof of identity and proof of address

  • Sales invoice from the dealer

  • PAN card or Form 60 where no PAN is held

  • Pollution Under Control certificate, where applicable

  • Passport-size photographs

How much is road tax in Chhattisgarh?

Chhattisgarh charges a lifetime tax of 6% or 7% of vehicle cost on a new private car.

The rate depends on the vehicle's cost. For this calculation, vehicle cost includes the tax the dealer realises on the sale.

Table: Chhattisgarh lifetime tax on a new private vehicle

Vehicle

Lifetime tax

Private car, vehicle cost up to Rs. 5 lakh

6% of vehicle cost

Private car, vehicle cost above Rs. 5 lakh

7% of vehicle cost

New two-wheeler

5% of vehicle cost

These rates date from a 2010 amendment to the state's taxation Act. It raised them from the earlier 5% and 6%.

No separate road safety cess, green cess or surcharge is added to the lifetime tax at first registration.

How to transfer vehicle ownership at RTO Raipur

A used vehicle must be transferred into the buyer's name within 30 days of purchase.

  1. Complete Form 29, the notice of transfer and Form 30, the report of transfer, signed by buyer and seller.

  2. Gather the original RC, a valid insurance certificate and a PUC certificate.

  3. Add the buyer's identity and address proof and a pencil print of the chassis and engine numbers.

  4. Get a No Objection Certificate from the financier if a loan is registered against the vehicle.

  5. Submit the file at the office where the vehicle is registered and pay the transfer fee.

The transfer fee is half the registration fee for the vehicle's category. Chhattisgarh's transfer tax is charged in addition.

The insurance policy must be moved into the buyer's name separately. Otherwise the new owner may not have own damage protection under the policy.

Transfer tax when you buy a used vehicle

From 18 September 2025, Chhattisgarh charges a transfer tax when a vehicle's ownership changes.

For a non-transport vehicle, the transfer tax is 1% of the vehicle's standard value at registration.

This is a charge on the change of ownership. It is separate from the lifetime tax paid when the vehicle was first registered.

Budget for it when you buy a used car. The buyer and seller should agree in advance who will pay it.

When you need an NOC from RTO Raipur

Moving a Raipur-registered vehicle to another state needs a No Objection Certificate from this office.

The new state's RTO asks for the NOC before it re-registers the vehicle. Apply at CG-04 on Form 28, either at the office or on the Parivahan portal.

Clear any pending challans and tax dues first, since the office checks for them. If a loan is registered against the vehicle, the financier's consent is also needed.

An NOC is normally valid for six months. Complete re-registration in the new state within that period.

Road tax benefits for electric vehicles

Under the Chhattisgarh EV Policy 2022, eligible EVs purchased during the final policy year receive a 25% road tax waiver.

The current five-year policy period runs through 31 March 2027. The waiver steps down over that period. It started at 100% and stands at 25% in the final year.

Table: Chhattisgarh EV incentives in the current policy year

Incentive

25%

Purchase subsidy

10% of eligible vehicle value, capped at Rs. 1 lakh

Vehicles priced above Rs. 20 lakh

No purchase subsidy

Hybrid vehicles

No purchase subsidy

Exempt during the policy period

The subsidy cap was reduced to Rs. 1 lakh from 29 May 2025. Older articles quoting Rs. 1.5 lakh predate that change.

Electric car

Rs. 14,00,000

Rs. 98,000

Rs. 73,500

The EV would also qualify for a purchase subsidy of up to Rs. 1 lakh. Its registration fee is exempt too.

Anjali's 40 km of daily city driving is the kind of use an EV handles well. This needs to be considered alongside the higher upfront price and the missing charging point at her building.

These incentives apply under the current policy, which runs to 31 March 2027. What follows after that date has not been set. These are illustrative numbers, so confirm the vehicle cost, tax and subsidy with the dealer.

Why insurance comes before registration

A vehicle cannot be registered in India without a valid insurance certificate in force.

Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988. New private cars are issued a bundled policy. It carries three years of third-party cover with one year of own damage cover.

Insurance is also required when ownership is transferred. The policy must be moved into the buyer's name separately. Otherwise the new owner may not have own damage protection under the policy.

Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.

Comprehensive cover is can be considered in addition to third-party cover in Raipur. City traffic, monsoon waterlogging and highway runs out of the capital are not covered under a third-party policy.

Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers. Options include comprehensive, third-party and standalone own damage policies .

Conclusion

Call the office before visiting. The department does not publish counter hours for Raipur.

Calculate the applicable tax based on the relevant vehicle value. A new car pays 6% or 7%. A used one attracts a 1% transfer tax on change of ownership.

If you are considering an EV, note the date. The current incentives run under a policy that ends on 31 March 2027.

Anjali has asked her building society whether a charging point can be installed. She has also asked the dealer for on-road quotes on both cars before she decides.
