The rate depends on whether the car has air conditioning and whether it costs more than Rs. 10 lakh.
Table: Uttar Pradesh one-time road tax on a new private car
New private car | One-time road tax |
|---|---|
Without AC, cost up to Rs. 10 lakh | 8% of vehicle cost |
With AC, cost up to Rs. 10 lakh | 9% of vehicle cost |
With or without AC, cost above Rs. 10 lakh | 11% of vehicle cost |

No separate statewide cess is added at first registration.
Green Tax applies later, at renewal. When a private vehicle's registration is renewed after its first 15 years, Uttar Pradesh charges a Green Tax of 10% of the one-time tax originally paid.
Electric vehicles. Eligible pure electric vehicles bought and registered in Uttar Pradesh receive a 100% road tax and registration fee exemption through 13 October 2027. Strong hybrids, plug-in hybrids and CNG vehicles do not currently qualify.
How to transfer vehicle ownership
A used vehicle must be transferred into the buyer's name within 30 days of purchase.
Complete Form 29, the notice of transfer and Form 30, the report of transfer, signed by buyer and seller.
Gather the original RC, a valid insurance certificate and a PUC certificate.
Add the buyer's identity and address proof and a pencil print of the chassis and engine numbers.
Get a No Objection Certificate from the financier if a loan is registered against the vehicle.
Submit the file at the office where the vehicle is registered and pay the transfer fee.
The transfer fee is half the registration fee for the vehicle's category.
The insurance policy must be moved into the buyer's name separately. Otherwise the new owner may not have own damage protection under the policy.
When you need an NOC
Moving a UP-72 vehicle to another state needs a No Objection Certificate from this office.
The new state's RTO asks for the NOC before it re-registers the vehicle. Apply on Form 28, either at the office or on the Parivahan portal.
Clear any pending challans and tax dues first, since the office checks for them. If a loan is registered against the vehicle, the financier's consent is also needed.
An NOC is normally valid for six months. Complete re-registration in the new state within that period.

Why insurance comes before registration
A vehicle cannot be registered in India without a valid insurance certificate in force.
Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988. A new two-wheeler is issued a bundled policy. It carries five years of third-party cover with one year of own damage cover.
Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.
Comprehensive cover can be considered in addition to third-party cover around Pratapgarh. Daily rides between village and town on mixed rural roads carry own damage risk. A third-party policy does not cover that own-damage risk.
Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers . Options include comprehensive, third-party and standalone own damage policies .
Conclusion
Confirm you are dealing with UP-72 in Uttar Pradesh. Pratapgarh in Rajasthan runs under a different code and different rules.
If you need a licence by a fixed date, plan backwards from the required date. The permanent licence cannot be applied for until 30 days after the learner's licence.
Priya has booked her learner's licence test for this week. She will book the driving test as soon as she becomes eligible.
