Pimpri RTO (MH-14): Registration, Licence and Vehicle Services

Office details and fees checked on 16 September 2026. Confirm timings and jurisdiction with the office or on the Parivahan portal before travelling.

Ganesh moved from Pune to Chinchwad last year. His car still has an MH-12 number. Everyone he asks gives him a different answer about whether that matters.

Pimpri RTO operates under the code MH-14 and is a Deputy Regional Transport Office located on Chikhali Road, serving Pimpri-Chinchwad within Pune district. It handles vehicle registration, driving licences, ownership transfers, permits, fitness certification and road tax under the Motor Vehicles Act, 1988.

Which areas does Pimpri RTO cover?

MH-14 covers the Pimpri-Chinchwad municipal area and its surrounding catchment, which spans dozens of pincodes across the northwestern side of Pune district.

Jurisdiction is decided by pincode rather than by locality name. The MH-12 and MH-14 boundary does not follow how people describe the area. Check which office your pincode falls under on the Parivahan portal before assuming.

If your vehicle already carries an MH-14 number, Pimpri RTO holds its record.

MH-14 and MH-12: which code applies to your vehicle?

Pimpri-Chinchwad is a location in Pune district but has its own registration code, so MH-14 and MH-12 are separate registering authorities rather than two names for one office.

MH-12 is Pune. MH-14 is Pimpri-Chinchwad. A vehicle is registered under whichever office covers the owner's address at the time. It keeps that number afterwards.

Moving between the two does not invalidate your registration. It does create paperwork. You need an NOC and a change of address in the RC.

How to register a vehicle at Pimpri RTO

Registration runs in five stages and a dealer usually files it for you on a new vehicle.

  1. Submit the application. Form 20 with supporting documents, at the office or through the Parivahan portal.

  2. Pay the fees and road tax. Both fall due at application. Keep the receipt.

  3. Vehicle inspection. An officer verifies the engine and chassis numbers against the documents.

  4. Verification and approval. The office assigns a permanent registration number.

  5. RC issued. The smart card registration certificate is dispatched to your registered address.

Processing commonly takes two to three days once the file is complete. Workload varies.

A dealer-issued temporary registration covers you for up to 30 days while permanent registration is processed. Driving on an expired temporary number is treated as using an unregistered vehicle.

Documents required for vehicle registration in Pimpri-Chinchwad

The document set is the same whether the dealer files on your behalf or you do it yourself.

  • Form 20, the application for registration

  • Form 21, the sale certificate issued by the dealer

  • Form 22, the roadworthiness certificate from the manufacturer

  • Form 34, where the vehicle is financed, recording the hypothecation

  • Valid motor insurance certificate

  • Proof of identity and proof of address

  • Sales invoice from the dealer

  • PAN card or Form 60 where a PAN is not held

  • Pollution Under Control certificate, where applicable

  • Passport-size photographs

  • Temporary registration certificate

Insurance has to be in force at the point of registration. A vehicle cannot be registered without it, which is why dealers arrange cover before delivery.

RTO forms you will need

Only a handful of the forms listed on RTO pages are ones you fill in yourself and knowing which is which saves confusion at the counter.

Table: Commonly used RTO forms and what each is for

Form

Purpose

Who completes it

Form 20

Application for vehicle registration

You or your dealer

Form 21

Form 22

Form 29

Form 30

Buyer and seller

Form 33

Intimation of change of address

You

Form 34

Application to record hypothecation

You and the financier

Form 23

Issued by the RTO

Form 21 is the dealer's sale certificate for a new vehicle. It does not handle a change of ownership, which is what Forms 29 and 30 are for. That distinction is worth getting right, since the two are frequently conflated.

How to transfer ownership or change the address in your RC

Transfer a used vehicle into your name within 30 days of purchase, at the RTO where it was originally registered.

  1. Complete Form 29, the notice of transfer and Form 30, the report of transfer, signed by both parties.

  2. Gather the original RC, a valid insurance certificate, PUC certificate, the buyer's identity and address proof and a pencil print of the chassis and engine numbers.

  3. Obtain a No Objection Certificate from the financier if a loan is registered against the vehicle.

  4. Submit the file and pay the transfer fee.

  5. The updated RC is dispatched to the buyer's address.

When a No Objection Certificate is required. An NOC from the original registering authority is needed when the vehicle changes RTO jurisdiction. That covers another state or another Maharashtra district. It is not required for a transfer between two people living under the same RTO.

Changing the address in your RC. Moving within Maharashtra means filing Form 33 with your new address proof, the original RC and the applicable fee. Where the move crosses into a different RTO's area, an NOC from the previous office comes first.

That is Ganesh's position. His car keeps its MH-12 number. He needs an NOC from Pune, then an address change recorded at Pimpri RTO. Re-registration is a separate matter that applies to interstate moves.

Vehicle registration fees in Pimpri-Chinchwad

Registration fees are set centrally and are the same at MH-14 as at any other Indian RTO.

These are administrative charges. Road tax is separate and is usually the larger amount by a wide margin.

How much is road tax in Maharashtra?

Maharashtra charges a one-time lifetime tax on a new private car, set as a percentage of its cost.

The table covers a new, privately owned, non-transport car registered by an individual. Company-owned, imported, transport and used vehicles are taxed on different bases.

Two further points affect the final figure. A Road Safety Cess of 2% applies to the motor vehicle tax, rather than to the vehicle price.

The one-time tax is also capped. The 2025 amendment raised that cap from Rs. 20 lakh to Rs. 30 lakh, effective 1 July 2025. The CNG and LPG rates above took effect on the same date.

Two-wheelers are taxed separately, at 10% to 12% of cost by engine capacity, with a Rs. 1,500 minimum.

Rates change with state budgets. Confirm the current figure before budgeting.

Why Pimpri RTO requires valid insurance

Valid motor insurance is needed at three separate points in the RTO process, so a lapsed policy holds up work that has nothing to do with the road.

At registration. A vehicle cannot be registered without a valid certificate. Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988 and new private cars are issued a bundled policy carrying three years of third-party cover with one year of own damage cover.

At ownership transfer. The policy has to be transferred into the buyer's name separately. Until that happens, the new owner holds no own damage protection even though a policy exists on the vehicle.

At fitness certification and permit renewal. Insurance documents form part of the file for commercial vehicles.

Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.

For a vehicle registered at Pimpri RTO, comprehensive cover is worth weighing against third-party alone. Pimpri-Chinchwad combines heavy industrial traffic, Mumbai-Pune corridor commuting and monsoon waterlogging. A third-party policy leaves all of that own damage exposure with you.

Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers . Options include comprehensive, third-party and standalone own damage policies .

Conclusion

Check which office covers your pincode before travelling. Check too whether your task can be done online. Both save time at a busy office.

Keep insurance, PUC and registration current. Each is needed at more than one point in the RTO process. A lapse in any of them delays unrelated work.

Ganesh kept his MH-12 number and filed a change of address. That needed an NOC from Pune, then a counter visit.
