Check KA-52 RTO services, fees, road tax, registration rules and licence details in Nelamangala.

Manjunath travels from Nelamangala to his workplace along Tumakuru Road every weekday. It is about 25 km each way. He shares the road with trucks serving the town's warehouses and freight yards.

His old scooter is due for replacement and he is choosing between two motorcycles. One is a commuter model just under Rs. 1 lakh. The other is a larger motorcycle that feels steadier in heavy truck traffic and it costs more.

In Karnataka, crossing Rs. 1 lakh also moves a motorcycle into a higher tax band.

The Nelamangala RTO office operates under the code KA-52 and is located at Gowdahalli Village, in Dasanapura Hobli. It serves Nelamangala in Bengaluru North district, formerly Bengaluru Rural.

How to register a vehicle at the Nelamangala RTO office

The registration process has five stages and a dealer usually files it for a new vehicle.

  1. Submit Form 20 with your supporting documents at the office or on the Parivahan portal.

  2. Pay the lifetime tax, cess and registration fee. Keep the receipt.

  3. Vehicle inspection. An officer checks the engine and chassis numbers.

  4. Verification and approval. The office assigns a permanent registration number.

  5. RC issued. The certificate is dispatched to your registered address.

A dealer-issued temporary registration lets you use the vehicle while permanent registration is being processed. Apply for permanent registration before it lapses.

Documents required for vehicle registration

The document set is the same whether you or your dealer files it.

  • Form 20, the application for registration

  • Form 21, the sale certificate from the dealer

  • Form 22, the roadworthiness certificate from the manufacturer

  • Form 34, where the vehicle is financed

  • Valid motor insurance certificate

  • Proof of identity and proof of address

  • Sales invoice from the dealer

  • PAN card or Form 60 where no PAN is held

  • Pollution Under Control certificate, where applicable

  • Passport-size photographs

How much is road tax in Karnataka?

Karnataka charges a lifetime tax on a new vehicle, set as a percentage of its cost, with two additional charges.

“Two additional charges apply to the lifetime tax. A cess of 11% is charged on the motor vehicle tax itself, not on the vehicle's cost. A fixed Road Safety Cess is also collected at registration.

The Road Safety Cess is Rs. 500 for a two-wheeler or three-wheeler and Rs. 1,000 for other vehicles.

How the Rs. 1 lakh threshold affects the tax. Using illustrative prices for Manjunath's two motorcycles:

The larger motorcycle costs Rs. 25,000 more, with an additional Rs. 11,322 in tax.

Manjunath rides 50 km a day beside heavy freight traffic, where the larger motorcycle may offer a practical advantage. The combined additional cost of Rs. 36,322 is also relevant to the commuter's budget.

These are illustrative numbers, so confirm the vehicle cost and tax on your own invoice with the dealer.

How to transfer vehicle ownership

A used vehicle must be transferred into the buyer's name within 30 days of purchase.

  1. Complete Form 29, the notice of transfer and Form 30, the report of transfer, signed by buyer and seller.

  2. Gather the original RC, a valid insurance certificate and a PUC certificate.

  3. Add the buyer's identity and address proof and a pencil print of the chassis and engine numbers.

  4. Get a No Objection Certificate from the financier if a loan is registered against the vehicle.

  5. Submit the file at the office where the vehicle is registered and pay the transfer fee.

The transfer fee is half the registration fee for the vehicle's category.

The insurance policy must be moved into the buyer's name separately. Otherwise, the new owner may not have own damage protection under the policy.

When you need an NOC

Moving a KA-52 vehicle to another state needs a No Objection Certificate from this office.

The new state's RTO asks for the NOC before it re-registers the vehicle. Apply on Form 28, either at the office or on the Parivahan portal.

Clear any pending challans and tax dues first, since the office checks for them. If a loan is registered against the vehicle, the financier's consent is also needed.

An NOC is normally valid for six months. Complete re-registration in the new state within that period.

Why insurance comes before registration

A vehicle cannot be registered in India without a valid insurance certificate in force.

Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988. A new two-wheeler is issued a bundled policy. It carries five years of third-party cover with one year of own damage cover.

Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.

Comprehensive cover is worth weighing against third-party alone around Nelamangala. Riding among heavy freight traffic raises your own damage exposure. A third-party policy does not cover these own-damage risks.

Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers . Options include comprehensive, third-party and standalone own damage policies .

Conclusion

Use the Gowdahalli address when visiting, and call ahead to confirm timing for your service.

Work out the full tax before you settle on a vehicle. In Karnataka, the lifetime tax, the 11% cess and the Road Safety Cess are three separate lines.

Manjunath has booked a test ride on both motorcycles along the Tumakuru Road. He has asked the dealer for on-road quotes on each before making his decision.
