Check UP-15 services, fees, documents, tax rules and NCR requirements for vehicles in Meerut.

Nitin has found a diesel SUV in Meerut that has been well maintained. It was registered eleven years ago and it costs less than newer models.

Meerut is located within the National Capital Region, where a diesel vehicle's age carries rules of its own. Whether this one is affected depends on details he has not yet checked.

RTO Office Meerut operates under the code UP-15 and is located within at Prabhat Nagar, on Nagla Battu Road. It handles vehicle registration, driving licences, road tax, permits and fitness certification for Meerut.

Which areas does UP-15 serve?

UP-15 is the registering office for Meerut, in western Uttar Pradesh.

Jurisdiction follows your address and is assigned by the department. Neighbouring districts in the region, such as Ghaziabad, Baghpat and Hapur, carry their own codes.

Check which office covers your pincode on the Parivahan portal before visiting the office. If your vehicle already carries a UP-15 number, this office holds its record.

Meerut and the NCR vehicle-age rules

Meerut falls within the National Capital Region, where older vehicles are subject to NCR end-of-life vehicle rules.

The original framework restricts diesel vehicles over 10 years old and petrol vehicles over 15 years old. It covers the whole National Capital Region, Meerut included.

The position has since been qualified. A December 2025 Supreme Court order currently protects BS-IV and later vehicles. They cannot face coercive action solely because of these age limits.

That protection is limited to the age rule itself. Registration, fitness, PUC and other compliance requirements continue to apply to every vehicle.

This makes the emission standard the deciding detail for an older car. Two vehicles of the same age can stand in quite different positions.

For Nitin, the SUV's age alone does not settle anything. Its fuel type, registration date and Bharat Stage emission standard, taken together, tell him where it stands.

Before buying an older used vehicle in Meerut, check its fuel type, registration date and emission standard. How long the RC has left to run is a separate question.

How to register a vehicle at RTO Meerut

The registration process has five stages and a dealer usually files it for a new vehicle.

  1. Submit Form 20 with your supporting documents, at the office or on the VAHAN portal.

  2. Pay road tax and the registration fee. Keep the receipt.

  3. Vehicle inspection. An officer checks the engine and chassis numbers.

  4. Verification and approval. The office assigns a permanent registration number.

  5. RC issued. The certificate is dispatched to your registered address.

A dealer-issued temporary registration lets you use the vehicle while the permanent one is processed. Apply for permanent registration before it expires.

The document set is the same whether you or your dealer files it.

  • Form 20, the application for registration

How much is road tax in Uttar Pradesh?

Uttar Pradesh charges a one-time road tax on a new private car of 8%, 9% or 11% of the vehicle cost.

Two things decide the rate. One is whether the car has air conditioning and the other is whether its cost is above or below Rs. 10 lakh. Fuel type does not change it.

No separate statewide cess is added at first registration.

Green Tax applies later, at renewal. When a private vehicle's registration is renewed after its first 15 years, Uttar Pradesh charges a Green Tax of 10% of the one-time tax originally paid.

Electric vehicles. Eligible pure electric vehicles bought and registered in Uttar Pradesh receive a 100% road tax and registration fee exemption through 13 October 2027. Strong hybrids, plug-in hybrids and CNG vehicles do not currently qualify.

How to transfer vehicle ownership

A used vehicle must be transferred into the buyer's name within 30 days of purchase.

  1. Complete Form 29, the notice of transfer and Form 30, the report of transfer, signed by buyer and seller.

  2. Gather the original RC, a valid insurance certificate and a PUC certificate.

  3. Add the buyer's identity and address proof and a pencil print of the chassis and engine numbers.

  4. Get a No Objection Certificate from the financier if a loan is registered against the vehicle.

  5. Submit the file at the office where the vehicle is registered and pay the transfer fee.

The transfer fee is half the registration fee for the vehicle's category.

The insurance policy must be moved into the buyer's name separately. Otherwise the new owner may not have own damage protection under the policy.

When you need an NOC

Moving a UP-15 vehicle to another state needs a No Objection Certificate from this office.

The new state's RTO asks for the NOC before it re-registers the vehicle. Apply on Form 28, either at the office or on the Parivahan portal.

Clear any pending challans and tax dues first, since the office checks for them. If a loan is registered against the vehicle, the financier's consent is also needed.

An NOC is normally valid for six months. Complete re-registration in the new state within that period.

Which RTO Meerut services can you complete online?

Why insurance comes before registration

A vehicle cannot be registered in India without a valid insurance certificate in force.

Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988. New private cars are issued a bundled policy. It carries three years of third-party cover with one year of own damage cover.

Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.

Comprehensive cover is worth weighing against third-party alone in Meerut. Highway travel towards Delhi and dense city traffic are not covered under a third-party policy.

Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers. Options include comprehensive, third-party and standalone own damage policies .

Conclusion

Use the Prabhat Nagar address when you visit and call before visiting to confirm the timing for your service.

If you are buying an older used vehicle, consider factors beyond its age. In Meerut, the fuel type and emission standard decide how the NCR rules apply to it.

Nitin has asked the seller for the SUV's registration papers and its emission standard. He will check both before agreeing on a price.
