RTO Dehradun (UK-07): Office Address, RTO Code, Fees And Online Services

Understand Dehradun RTO rules for registration, taxes, licences, NOC and vehicles from other states.

Ritu is eleven months into a three-year posting in Dehradun. Her car is registered in Delhi and has been parked outside her Rajpur Road flat since she arrived. At twelve months, the law expects it to carry an Uttarakhand number.

Re-registering means paying Uttarakhand road tax now and waiting on a Delhi refund that may take six months. Keeping the Delhi plate means running a vehicle the state no longer recognises as visiting. Her decision turns on how long she plans to stay.

RTO Dehradun operates under the code UK-07 and is located at 105 Rajpur Road. It handles registration, driving licences, road tax, permits and fitness certification for its jurisdiction.

UK-07 and UK-16: which office covers you

Dehradun district has two registering authorities, so a UK-07 address is not automatic.

UK-07 is the Dehradun office on Rajpur Road. UK-16 serves the Vikasnagar area in the west of the district.

Jurisdiction is assigned by the department rather than by how people describe the area. Confirm which office covers your address on the Parivahan portal before travelling.

If your vehicle already carries a UK-07 number, this office holds its record.

Reading an older Dehradun plate

Dehradun vehicles have carried three different state prefixes, which is why older plates in the city look unfamiliar.

Before Uttarakhand was created in November 2000, the district registered vehicles under the Uttar Pradesh series. Newly created Uttaranchal then used UA. The state was renamed Uttarakhand in January 2007 and the series became UK.

A car showing UA-07 or UP-07 is an older Dehradun registration rather than an error. The number stays valid and the record remains with the same office.

This matters when you are buying a used car locally. An older prefix tells you roughly when the vehicle was first registered.

How to register a vehicle at RTO Dehradun

Registration runs in five stages and a dealer usually files it for a new vehicle.

  1. Submit Form 20 with your supporting documents, at the office or on Parivahan.

  2. Pay road tax and the registration fee. Keep the receipt.

  3. Vehicle inspection. An officer checks the engine and chassis numbers.

  4. Verification and approval. The office assigns a permanent registration number.

  5. RC issued. The certificate is dispatched to your registered address.

A dealer-issued temporary registration is valid for one month. Apply for permanent registration inside that window.

Documents required for vehicle registration

The document set is the same whether you or your dealer files it.

  • Form 20, the application for registration

  • Form 21, the sale certificate from the dealer

  • Form 22, the roadworthiness certificate from the manufacturer

  • Form 34, where the vehicle is financed

  • Valid motor insurance certificate

  • Proof of identity and proof of address

  • Sales invoice from the dealer

  • PAN card or Form 60 where no PAN is held

  • Pollution Under Control certificate, where applicable

  • Passport-size photographs

Vehicle registration fees

Registration fees are set centrally and are the same at UK-07 as anywhere in India.

These are administrative charges. Road tax is separate and far larger.

Road tax in Uttarakhand

Uttarakhand charges a one-time road tax of 6% on a new private car costing up to Rs. 10 lakh, rising to 8% above that.

The percentage is applied to the ex-showroom cost of the vehicle.

Up to Rs. 10 lakh

Above Rs. 10 lakh

Battery-electric and solar-powered vehicles are exempt from this one-time tax.

A separate Green Cess is payable at registration on non-transport vehicles, in force since 27 May 2025.

Keep the two figures apart when you budget. The 6% or 8% is motor vehicle tax and the Green Cess is charged in addition to it.

Missing the road tax due date carries a penalty. Published figures put it at Rs. 500 for a first default and Rs. 1,000 for a subsequent one.

Road tax can be paid online through the Parivahan portal.

Moving to Dehradun with an out-of-state car

A vehicle kept in Uttarakhand for more than twelve months must be re-registered here under Section 47 of the Motor Vehicles Act, 1988.

Dehradun draws a steady flow of people on postings, transfers and retirements. Many arrive with a car registered elsewhere, which makes this the most common non-routine job the office handles.

The sequence. Apply for a No Objection Certificate in Form 28 at your original RTO, under Rule 50 of the Central Motor Vehicles Rules, 1989. The fee is Rs. 100 and it can be filed on Parivahan. Issue takes between one and four weeks after a no-dues check on challans, hypothecation and theft records.

The NOC is valid for six months. Re-registration at UK-07 has to happen inside that window.

What changes. Your vehicle gets a new Uttarakhand registration number. The old number stops being active. You pay Uttarakhand road tax on the vehicle and then claim a pro-rata refund of the unused lifetime tax from the state you left.

What to weigh before you start. The refund is the slow part. It runs on the original state's formula and timelines of several months are common.

Table: Deciding whether to re-register in Dehradun

Your situation

What usually makes sense

Posting under 12 months

No re-registration required. Section 47 allows the stay

Posting of two years or more

Re-register. The refund has time to come through

Fixed posting ending soon after month 12

Weigh carefully. You may pay tax twice and chase two refunds

Moving permanently

Re-register. Resale is harder on an out-of-state plate

Car financed

Get the lender's consent first, since the NOC needs it

Ritu's posting runs another two years, which settles it. A colleague leaving in eight months is in a different position entirely.

Clear any pending challans before you apply. The original RTO will not issue an NOC while dues are outstanding.

Why insurance comes before registration

A vehicle cannot be registered in India without a valid insurance certificate in force.

Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988. New private cars are issued a bundled policy. It carries three years of third-party cover with one year of o wn damage cover .

Insurance also matters at re-registration. Update the policy with your new Uttarakhand registration number once it is issued. Otherwise your documents will not match.

Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.

Comprehensive cover is worth weighing against third-party alone in Dehradun. Hill gradients, monsoon landslips on the Mussoorie road and winter conditions all fall outside the scope of a third-party policy .

Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers . Options include comprehensive, third-party and standalone own damage policies.

Conclusion

Confirm which office covers your address before travelling. Dehradun district runs two, at UK-07 and UK-16.

If you have moved here with a car from another state, work backwards from month twelve. The NOC alone can take a month and the refund considerably longer.

Update your insurance the moment a new registration number is issued. A mismatch between policy and RC creates problems at claim stage.

Ritu started her NOC in month eleven, which leaves room for the paperwork. Anyone closer to the deadline has less.
