Why Singapore is not visa free for Indians, and who is exempt

India is on ICA’s list of countries whose travel documents need a Singapore visa, and ICA exempts only diplomatic, official and service passports. ICA’s India page says “holders of diplomatic, official and service passports do not need a visa for entry” (ICA, India visa requirements, accessed 2026-09-17). Indians travelling to or from a third country via Singapore can enter for up to 96 hours without a Singapore visa under the Visa Free Transit Facility (VFTF), if they meet every condition ICA sets (ICA, Visa Free Transit Facility, last updated 2025-08-01, accessed 2026-09-17):

·       A journey beyond Singapore: you are in transit to or from a third country.

·       An onward ticket: air, ferry or cruise, departing Singapore within 96 hours. You may arrive by any mode of transport but must leave by air or sea.

·       A qualifying visa: a valid visa or long-term pass issued by, or good for entry into, Australia, Canada, Germany, Japan, New Zealand, Switzerland, the United Kingdom or the United States, valid for at least one month from the date you enter.

·       No extension: ICA says extending a stay under the facility is “strictly not allowed”, and officers at the checkpoint still apply the normal entry requirements.

So a Mumbai traveller with a valid US visa can stop for two nights in Singapore on the way to the United States. The same traveller on a Mumbai to Singapore return trip should not rely on the facility: ICA’s wording covers journeys to or from a third country, and a trip that starts and ends in India does not read as one. Airside transit: no visa if you never clear immigration

If you change flights at Changi Airport without clearing Singapore arrival immigration, you need no Singapore visa. ICA says “Singapore is open to all transit travellers with no specific regulations or requirements” (ICA, Transiting through Singapore, accessed 2026-09-17).

The catch is the connection: ICA does not count travellers who must collect tickets or baggage and check in again as transit travellers, and it notes that several low-cost carriers make passengers do exactly that. A separate booking can therefore turn a layover into an entry, which needs a visa or the transit facility, so ask your airline before you travel. How to get the Singapore visa most trips need

The application is made online, but not by you: an authorised visa agent appointed by the Singapore mission for your state submits it, or a Singapore citizen or permanent resident with Singpass can submit it for you. ICA’s route for applicants without a local contact is “Through an authorised visa agent appointed by the Singapore Overseas Missions” (ICA, Check if you need an entry visa, accessed 2026-09-17), and the Singapore missions in New Delhi, Mumbai and Chennai describe submission through their authorised agents, not walk-in applications. There is no page on ica.gov.sg where an Indian traveller can fill in and pay for their own Singapore visa.
