Staying airside: when you need no visa
Singapore sets no visa requirement for travellers who connect at Changi Airport without clearing arrival immigration. ICA: “Singapore is open to all transit travellers with no specific regulations or requirements.” Transit travellers are those “travelling to another country via Singapore, without clearing Singapore arrival immigration” (ICA, Transiting through Singapore, last updated 2024-03-02, accessed 2026-09-17).
The Chennai Consulate-General adds that passengers holding onward boarding passes, or able to get them from a transfer lounge inside the transit area, may stay there until their flight (Chennai FAQ on visa, accessed 2026-09-17). Airside passengers file no SG Arrival Card, but ICA advises checking what your next destination requires of passengers transiting through Singapore.
The low-cost carrier and self-transfer trap
If your booking makes you collect baggage or tickets and check in again, you are entering Singapore, so you need a Singapore visa or the VFTF however short the connection. ICA says travellers who “booked flights which require them to enter Singapore to collect tickets or baggage and check-in again for the connecting flight, are not considered transit travellers”, and that “Several Low Cost Carriers require travellers to clear immigration to collect their onward connecting tickets in the Departure Check-In hall.”
In practice, two separate tickets (say Kochi to Singapore, then Singapore to Bali) can mean the first airline does not check your bag through or issue your onward boarding pass, and a low-cost carrier on either leg can mean collecting tickets landside. Ask your airline before you book: ICA advises travellers to “consult their airline on whether they need to go through immigration”. A Kochi couple on those two tickets, holding no qualifying visa, would need a Singapore visa if the connection takes them through immigration.
The 96-hour Visa Free Transit Facility: every condition
Indian nationals in transit to or from a third country via Singapore can enter Singapore for up to 96 hours without a Singapore visa, if they meet all of ICA’s conditions (ICA, Visa Free Transit Facility, last updated 2025-08-01, accessed 2026-09-17). The High Commission of Singapore, New Delhi and the Consulate-General of Singapore, Mumbai publish the same conditions.

The eight countries, and what does not count
Only a visa or long-term pass for one of the eight named countries qualifies, and Germany and Switzerland are the two that are easiest to miss. The New Delhi High Commission’s footnote says those two entries cover “visas issued by Germany or Switzerland, or Schengen visas that are good for entry to Germany or Switzerland”, so check a Schengen visa before relying on it. The list does not name the UAE or Ireland, so a UAE or Irish visa does not qualify.

Single journey visa holders on the way home
A used single journey visa can still support the VFTF on the return leg, if you travel directly from the issuing country through Singapore to your home country and have not been home since you last used it. ICA says such travellers “may still be granted VFTF on the return leg of their journey”. So a Hyderabad family flying home from Japan on used single-entry Japanese visas may qualify for a Singapore stopover of up to 96 hours, if they meet the other conditions.
What counts as transit
The Singapore stop has to sit on a longer journey to or from a third country. Chennai to Singapore to Sydney, on a valid Australian visa, is a transit. A trip that starts and ends in India with Singapore as the only destination does not read as a transit under ICA’s wording, so plan on a Singapore visa for it.
If you enter Singapore: what to carry
Anyone who clears immigration, on a visa or under the VFTF, is entering Singapore and must meet the normal entry requirements (ICA, Entering Singapore, accessed 2026-09-17):

When you need a normal Singapore visa
Apply for a Singapore visa before you fly if you will clear immigration and do not meet every VFTF condition. That includes having no qualifying visa or one with less than a month left, a stop that could run past 96 hours, leaving by land, for example by coach to Malaysia, and a trip that begins and ends in India.
The application is made online, but not by you: an authorised visa agent appointed by the Singapore mission for your state submits it, or a Singapore citizen or permanent resident with Singpass can submit it for you (ICA, Check if you need an entry visa, accessed 2026-09-17). Where travel insurance fits
Travel insurance is not mandatory for a Singapore visa or for entry, but it is strongly recommended because medical treatment for visitors is expensive. None of the visa application, the SG Arrival Card or the VFTF conditions asks for proof of insurance, and non-residents pay unsubsidised private rates in Singapore.
