To apply online for a UAE visa (commonly searched as a Dubai visa), you use one of two government portals, ICP at icp.gov.ae for the federal channel or GDRFA-Dubai at gdrfad.gov.ae for Dubai, and the UAE also lets you apply through an airline, a hotel or a licensed travel agent ( u.ae , tourist visa, accessed 2026-08-10). Which of those you can use is not a matter of preference. It depends on the visa type, and this page walks each route end to end so you know before you pay.

First, check whether you need to apply at all
Some Indian passport holders do not apply in advance at all: an Indian ordinary-passport holder who also holds a qualifying visa or residence permit from another country can get a visa on arrival, while everyone else applies for a tourist visa before flying. An Indian passport on its own does not qualify (ICP media centre, 2026-06-25, accessed 2026-08-10). Read that first if you hold a US visa or green card, a UK or EU residence visa, or a residence permit from Australia, Canada, Japan, New Zealand, the Republic of Korea or Singapore. Who is actually allowed to apply for you: the part most guides skip
Whether you can file your own application depends on the channel and the visa type, not on how confident you are with online forms. This is the single most useful thing to understand before you start, because it explains why quoted prices vary so much.

Put plainly: ICP’s federal channel allows a visitor to apply directly for certain visa types, while GDRFA-Dubai’s tourist visa requires a UAE tourism establishment as sponsor, which is why a booking or an agency is usually involved on that route. When you see a package price well above the published government fee for a Dubai tourist visa, a good part of that gap is structural rather than pure margin. Someone has to be the sponsoring tourism establishment. That is worth knowing before you assume you are simply being overcharged, and equally worth knowing before you pay a premium for something you could file yourself.
What ICP actually lets you file yourself
ICP publishes a Public Visa Services area on its Smart Services portal for transactions “which you can apply directly without a guarantor or an intermediary”, and it is open without logging in (ICP Smart Services, Public Visa Services, accessed 2026-08-10). On 2026-08-10 the “Issue a new Visa” tab listed these self-serve services:

That list settles two questions. The 5-year multiple-entry tourist visa is the genuinely self-serve tourist route: ICP’s own service card describes it as a visa issued “without a host for all nationalities” and GDRFA describes its equivalent as issued “without needing a guarantor or host within the country” (ICP Smart Services service card and GDRFA-Dubai, 5-year multi-entry tourist visa, both accessed 2026-08-10). The two “citizens of certain countries residing abroad” entries are the pre-approved 14-day and 60-day entry visas that sit behind the visa-on-arrival route, covered on our Dubai visa on arrival page.
And the standard 30-day and 60-day tourist visa was not on that self-serve list on 2026-08-10, which lines up exactly with GDRFA’s tourism-establishment condition.
Only use the official channels
The official online channels are the ICP eChannels portal, the UAEICP app, and the GDRFA-Dubai website, with the Dubai Now app and registered typing centres as the offline equivalents ( u.ae , channels to apply for a visa, accessed 2026-08-10). In practice:
· ICP: icp.gov.ae for the service cards, smartservices.icp.gov.ae for the application itself, plus the UAEICP mobile app.
· GDRFA-Dubai: gdrfad.gov.ae for the service cards and its smart services system, plus the Dubai Now app.
· Offline: typing centres registered by ICP, or GDRFA’s typing centres, where the application is typed and processed for you.
Anything on a domain other than icp.gov.ae , gdrfad.gov.ae or u.ae is a private business, however official its name looks. That is not automatically a problem, because airlines, hotels and licensed travel agents are legitimate channels the government itself names. It is only a problem when a site presents itself as the authority. The UAE portal makes the same point about agents in blunter terms, advising travellers to check an agent’s authenticity with the UAE embassy before sending documents or money, and noting that UAE embassies do not themselves issue tourist visas ( u.ae , tourist visa, accessed 2026-08-10).
Before you start: what you will be asked to upload
Have your passport scan, a compliant photograph and your travel and stay details ready as files before you open the form, because both portals ask for uploads in a single sitting. For the standard tourist visa, GDRFA’s required-documents list is short: one personal photo, a copy of the passport, and an origin-country identity card for a few nationalities that do not include India (GDRFA-Dubai, single-entry tourist visa, accessed 2026-08-10).
For the 5-year multiple-entry tourist visa the upload list is longer: a personal photo, a passport copy valid for at least six months, a six-month bank statement, health insurance, and a round-trip ticket (GDRFA-Dubai, 5-year multi-entry tourist visa, accessed 2026-08-10).
Two practical notes that cause more re-submissions than anything else. Your photograph has to meet the specification rather than merely be recent, and the rules are set out on our Dubai visa photo size page. And every name, date and passport number you type has to match the passport exactly, including the order of given names and surname.
How to apply on ICP, step by step
ICP’s own service card sets out five steps: fill in the information, add attachments, pay the fees, rate the service, and receive the service by email (ICP Smart Services service card, accessed 2026-08-10). ICP’s separate visa-issuance service page describes the same journey and adds one detail worth knowing: much of the form is pre-filled from ICP’s own records, and you attach documents only where that retrieval fails (ICP, Issuance of a Visa, accessed 2026-08-10). In sequence:
1. Go to smartservices.icp.gov.ae , or open the UAEICP app. For a self-serve visa, open Public Visa Services and then the “Issue a new Visa” tab. Each service there carries three links: a service card describing the rules, “Start Service” to begin, and “Application Tracking”.
2. Read the service card before you start. It lists the general information, guidelines, terms, channels, procedures, working hours, required documents and the fee build-up for that exact visa. It is the only place the fee is stated authoritatively, and it is dated, so you can see how current it is.
3. Sign in, or continue as a guest where the service allows it. ICP offers UAE PASS as the primary sign-in, described on the portal as a single trusted digital identity for citizens, residents and visitors. Its username registration, by contrast, is offered to establishments, typing centres, UAE and GCC citizens, UAE and GCC residents, and individuals under corporate or Sheikh guarantor files (ICP Smart Services sign-in, accessed 2026-08-10). A visitor applying from India therefore uses either the guest Public Visa Services route or a UAE PASS visitor account, which can be created with a passport rather than an Emirates ID (Gulf News, accessed 2026-08-10).
4. Fill in the information. Personal and passport details first, then the trip: your intended dates, and for the long-stay tourist visa your proof of accommodation. Anything ICP can retrieve from its own records is pre-filled and you are asked to review and correct it rather than retype it.
5. Add the attachments. Upload the documents from the service card’s list, as clear scans. ICP’s guidance for the 5-year visa is specific about quality: the bank statement must be an official document from the bank, stamped, on letterhead and in colour.
6. Pay the fees. The portal shows a fee summary before you confirm. Check it against the service card, because financial guarantees appear on some visa categories and are a deposit rather than a charge.
7. Rate the service, then wait for the email. ICP’s final step is literally delivery by email, so use an address you will still be reading in a month, and one that is yours rather than an agent’s.

How to apply on GDRFA-Dubai, step by step
GDRFA-Dubai’s service cards give a four-step digital flow: log in to the smart services system using UAE PASS or a username, search for the service you need, fill out the application information, and pay the service fees (GDRFA-Dubai, single-entry tourist visa, accessed 2026-08-10). The digital channels are available 24 hours a day, seven days a week.
1. Start from gdrfad.gov.ae , in Services, then Entry Permits. Open the service card for the exact visa: single-entry tourist visa, multi-entry tourist visa, or the 5-year multi-entry tourist visa. Each card carries “Start service” at the top.
2. Log in. GDRFA accepts UAE PASS or a plain username, which is a meaningful difference from ICP’s visa service.
3. Complete the application information, then attach the documents from that card’s requirements list.
4. Pay the service fees. The card shows the fee, the VAT and, where one applies, the guarantee.
5. Note the numbers you are given. Keep the application number, the transaction number and the payment date together. GDRFA’s status screen asks for all three at once, so losing any one of them makes tracking harder than it should be.
GDRFA states the expected completion time for a single-entry tourist visa as 48 hours. It also states, in the additional information on the same card, that only accredited tourism offices in the emirate can issue this kind of visa, which is the constraint described earlier on this page. Its 5-year multi-entry service card is the exception: that visa is issued “without needing a guarantor or host within the country”, and its own steps include a Customer Happiness Centre and an Amer Service Centre route alongside the digital one (GDRFA-Dubai, 5-year multi-entry tourist visa, accessed 2026-08-10).
Applying through an airline, a hotel or a licensed travel agent
The UAE names airlines, licensed travel agents and hotels as legitimate application channels, and each attaches its own condition, usually that you book with them. Hotels and travel agents can arrange a tourist visa “provided you purchase the ticket through them and maintain hotel reservation with the specific hotel”.

All of these are valid for 60 days from the issue date, so you cannot buy the visa months ahead. Emirates requires a colour photograph, a colour passport copy valid at least six months, a completed application form, a confirmed hotel reservation for the stay or a tenancy contract if you are staying with immediate family, and a copy of a return Emirates ticket, with documents submitted as hard copies. Its rules also note that visa fees are non-refundable once processing has started and that a fee refunded before processing loses AED 50 (about INR 1,300).
Set that against the government figure. GDRFA’s 30-day single-entry tourist visa is AED 252 plus 5% VAT, so AED 264.60 or about INR 6,860. Emirates’ equivalent is USD 90, about INR 8,570. The difference of roughly INR 1,700 buys the sponsorship the route requires plus the airline’s handling, which is a different proposition from a pure markup. Paying, and what the payment actually covers
You pay online at the end of the application, and the amount is the government fee plus VAT plus, on some categories, a refundable financial guarantee that is a deposit rather than a charge. Government tourist-visa fees on the GDRFA-Dubai channel, converted at 1 AED = INR 25.9405 on 2026-08-10:

The 5-year headline needs its footnote or it misleads badly: AED 3,000 of that AED 3,713.50 is a refundable guarantee, not a fee. In rupees, about INR 77,820 of the roughly INR 96,330 is a deposit, leaving about INR 18,510 as the actual cost. ICP’s fee structure on its own visit-visa categories is built differently again, with separate application, issuance and smart-service lines and a financial guarantee on some categories. On refunds, be careful with what you read elsewhere. Most agent sites state flatly that UAE visa fees are non-refundable, but ICP’s own published terms describe a refund of issuance fees, health insurance fees and financial guarantees where the main application is rejected, returned to the card used for payment within 180 days of submission (ICP Smart Services service card, accessed 2026-08-10). Treat that as the position on the government channel and read your own service card before assuming either way, because an airline or agency route carries its own refund rules on top.
After you submit: what you get, and what to keep
You do not receive anything at a counter. The visa arrives electronically, so what you keep after submitting is a set of reference numbers and, eventually, a PDF you print. ICP’s flow ends with “receive the service by email”. Keep three things:
· Your reference numbers. ICP’s application tracking asks for the email address you applied with plus the request number. GDRFA’s status screen asks for the application number, the transaction number and the payment date together.
· The payment receipt. It is what a refund claim is assessed against, and it itemises which lines were fees and which were guarantees.
· A printout of the visa. Dubai International conducts random eye screening of arriving visitors, and those selected are asked to present a hard copy of the visa or a printed visa-number confirmation page; without one, a charge of AED 30 (about INR 780) per copy applies, payable in dirhams only (Emirates, UAE visa information, accessed 2026-08-10).

Where applications actually go wrong
Most refusals are process failures rather than judgements about you, and the published rules tell you what the process will not tolerate. ICP’s terms are explicit on two of them: an application is rejected automatically if the requested information is not completed within 30 days of it being returned to you, or if it is returned three times because of deficiencies in the data or documents (ICP Smart Services service card, accessed 2026-08-10). The same terms note that a reason is usually given, but that the authority reserves the right not to disclose one.
That makes three habits worth adopting:
· Answer a returned application immediately, not eventually. You have a 30-day clock and only three attempts.
· Fix the whole return, not the flagged field. Each round trip costs you one of the three.
· Watch the conditions as well as the documents. GDRFA’s tourist-visa card lists only a photo and a passport copy as required documents, but its terms and conditions separately require a passport valid at least six months, a ticket to continue your journey or leave the UAE, and medical insurance valid in the UAE (GDRFA-Dubai, single-entry tourist visa, accessed 2026-08-10).
One more thing to plan for after approval rather than before: ICP publishes an overstay fine of AED 50 per day, about INR 1,300 a day (ICP media centre, 2026-06-25, accessed 2026-08-10). A visa granted for 30 days is 30 days, not roughly a month.
The insurance condition attached to a UAE tourist visa
The UAE conditions its tourist visas on holding medical insurance valid in the UAE, and for the 5-year multi-entry visa it is an explicit required document alongside a six-month bank statement and a return ticket. For a standard 30-day or 60-day tourist visa, GDRFA does not ask you to upload a policy, but UAE-valid medical insurance is a stated condition of the visa, sitting in the service card’s terms and conditions rather than its document list (GDRFA-Dubai, single-entry tourist visa and u.ae , tourist visa, both accessed 2026-08-10). That is a real distinction and worth getting right: on the short-stay route there is no upload box to clear, but the condition still attaches to the visa you hold. What a given channel will accept as proof is a question for that channel, so confirm it with whoever files your application before you rely on any particular policy.
What a hospital in Dubai actually costs you
Whatever your visa route asks for, permission to enter pays nothing towards treatment. Private hospitals in Dubai are expensive and expect payment upfront, which is the reason to hold cover that is sized to a real admission rather than to a paperwork line.
