Dubai Visa on Arrival for Indians: Who Actually Qualifies

Roughly INR 300 more buys you double the stay and a decision you are holding before you pay for anything else. Visa on arrival is genuinely the better route in two situations: a short city break of a week or less, and a last-minute trip where you do not have time for any application at all. Outside those, run the comparison. Our guides to Dubai tourist visa documents and requirements and Dubai visa processing time cover the advance route in detail.

If Dubai is only a stop on the way somewhere else, the transit route is separate again and is covered on our page about the Dubai transit visa for Indians .

What to carry, and what the conditions actually say

GDRFA lists three requirements and four conditions for this visa, and travel insurance is not among them. That does not make insurance optional in any meaningful sense, and the distinction is worth getting right.

What GDRFA’s visa-on-arrival service card requires (GDRFA-Dubai, accessed 2026-08-10):

·       a valid passport or travel document, with at least six months validity;

·       the qualifying document itself, the US visa or green card or the UK or EU residence visa, also with at least six months validity;

·       a personal photo on a white background;

·       and the condition that “the traveller should not have any restrictions that prevent him from entering the country”.

Now the insurance point, stated precisely because our client is an insurer and overstating a legal requirement would be a defect rather than a selling point. Medical insurance is not listed in the conditions of the visa-on-arrival service card. It is listed as a stated condition of the standard tourist visa: GDRFA’s single-entry tourist visa card carries “Medical insurance valid in UAE” in its terms and conditions, alongside a ticket to continue the journey or leave the UAE (GDRFA-Dubai, single-entry tourist visa, accessed 2026-08-10). For the 5-year multiple-entry tourist visa it goes further and becomes an explicit required document, “a valid health insurance policy applicable in the UAE, valid for 180 days” ( u.ae , tourist visa, accessed 2026-08-10).

What that means for a visa-on-arrival traveller: no one is going to ask you to upload a policy, and the reason to hold one is not paperwork. It is that private healthcare in Dubai is expensive, and you are arriving on a visa granted at the border with a stay that can be cut short by a single hospital admission.

Carry two things in your hand luggage that the card does not demand: a return or onward ticket, and your accommodation details. Immigration officers ask, and the tourist-visa route makes the return ticket a formal condition, so the expectation is clearly there.

Where insurance fits into a visa-on-arrival trip

Buy the policy before you fly, not after you land, because the two things it protects against both happen at the start of the trip: a refusal at the border, and a medical bill in a private Dubai hospital.

Zurich Kotak’s Smart Travel policy includes Visa Cost Cover, which reimburses the visa fee if your application is rejected or you are denied entry on arrival; it returns the fee itself and not the policy premium, and the retail visa-denial benefit is not available on multi-trip policies . On a visa-on-arrival trip that benefit is unusually relevant, because the eligibility assessment is the last thing that happens rather than the first.

For the medical side, Dubai sits in the Asia geography for Smart Travel, which means the Excel and Prime tiers, with a sum insured of up to USD 500,000 on Prime and a maximum entry age of 70. There is no Senior Citizen plan on the Asia geography, so a traveller aged 71 or above needs a different route and should speak to the team rather than quoting online. Claims run through Europ Assistance India on a cashless or reimbursement basis, with cashless intimation within 24 hours of admission, and settlement within 15 days of complete documents. Mediclinic City Hospital is one of the Dubai network hospitals available for cashless treatment; the network list is subject to change, so verify before use .

If you plan to rent a car or a two-wheeler while you are there, note that a two-wheeler accident claim requires a valid international driving licence and a helmet where one is mandated, and that the car rental excess benefit does not extend to motorcycles, mopeds or motorbikes. India is not on the UAE’s exemption list for international driving permits, so get the IDP in India before you travel (Gulf News, accessed 2026-08-10) .

Frequently Asked Questions

Q: Do Indians get visa on arrival in Dubai?

A: Only conditionally. An Indian ordinary-passport holder gets UAE visa on arrival solely by also holding a valid visa or residence permit from the United States, the United Kingdom, an EU member state, Australia, Canada, Japan, New Zealand, the Republic of Korea or Singapore (GDRFA-Dubai, accessed 2026-08-10; ICP, 2026-06-25). An Indian passport on its own does not qualify, and everyone else applies for a tourist visa in advance.

Q: Which documents qualify an Indian for UAE visa on arrival?

A: A valid US visa or US green card, a UK residence visa, an EU member-state residence visa, or a valid residence permit from Australia, Canada, Japan, New Zealand, the Republic of Korea or Singapore. It has to be a residence document rather than a visitor visa, and it needs at least six months of validity remaining, as does your passport (GDRFA-Dubai, accessed 2026-08-10). Accompanying family members are assessed on their own documents, not on yours.

Q: Has the UK route for Dubai visa on arrival been withdrawn?

A: No official UAE source supports that claim. GDRFA-Dubai’s service card still lists a UK residence visa among the qualifying documents, and ICP’s announcement of 2026-06-25 names the United Kingdom among the already approved countries of residence while adding six more (ICP). The withdrawal claim circulates on immigration-aggregator blogs. Because entry rules do change, check the GDRFA service card yourself before you fly.

Q: How much does Dubai visa on arrival cost for Indians?

A: GDRFA-Dubai publishes AED 253 for its own channel, about INR 6,563 at 1 AED = INR 25.9405 on 2026-08-10 (GDRFA-Dubai). ICP publishes the two federal products separately, AED 100 for the 14-day visa on arrival and AED 250 for the 60-day single-entry version, so those are different products rather than a competing price for the same one (ICP, 2026-06-25). Regional press has also reported AED 172.50 and AED 422.50, which match neither. Budget the higher figure and confirm the amount at the payment step.

Q: Can I extend a Dubai visa on arrival, and what does it cost?

A: Yes, once, for a further 14 days. GDRFA publishes the extension as a separate service at AED 600 plus 5% VAT, plus AED 10 Knowledge Dirham, AED 10 Innovation Dirham and AED 500 if you are inside the country, which comes to roughly AED 1,150 or about INR 29,832 (GDRFA-Dubai, accessed 2026-08-10). Overstaying instead costs AED 50 per day.

Q: Is travel insurance required for Dubai visa on arrival?

A: GDRFA does not list medical insurance among the conditions of the visa-on-arrival service, so it is not a document gate on this route. It is a stated condition of the standard UAE tourist visa, and an explicit required document for the 5-year multiple-entry tourist visa (GDRFA-Dubai and u.ae , both accessed 2026-08-10). The practical reason to hold a policy is the cost of private treatment in Dubai, not the paperwork.
