Every Regional Transport Office (RTO) in Telangana performs a defined set of statutory functions under the Motor Vehicles Act, 1988. These include:
Issuing driving licences of all types — learner's, permanent, duplicate, international, and temporary.
Registering vehicles on a temporary or permanent basis and issuing registration certificates (RC).
Processing address changes, ownership transfers, duplicate RCs, and renewed registrations.

Vehicle registration can be completed either through the car dealer or directly at the RTO. If you choose to register on your own, follow the steps below.
Visit the RTO office: Take your unregistered vehicle to the nearest Telangana RTO.
Fill Form 20: Obtain and complete Form 20 at the RTO counter with all required details.
Attach required documents: Submit the completed form along with the documents listed below.
Verification: An RTO official will verify the submitted documents and inspect the vehicle.
Payment: Pay the applicable registration fee at the designated counter.
Receipt of registration certificate: A smart card RC will be dispatched to your registered address within a few days.

Renewal of a registration certificate (RC) is required in two situations: when the current RC completes 15 years and is due for expiry, or when you move to Telangana from another state. The documents required for renewal are listed below.

The first two letters 'TS' on the number plate indicate Telangana state. The two-digit number that follows is the district code. For example, TS-09 corresponds to Hyderabad Central and TS-01 corresponds to Adilabad.
