What Is the RTO Odisha?

The Regional Transport Office (RTO) in Odisha works under the Odisha Transport Department and follows the Motor Vehicles Act, 1988 (as amended in 2019), along with applicable Central Motor Vehicles Rules, 1989. Each RTO office is set up under Section 213 of the Motor Vehicles Act, 1988, which gives the state government the authority to establish regional transport authorities.

Functions of RTO Office in Odisha

Under the Motor Vehicles Act, 1988, each RTO office in Odisha performs the following duties:

•        Vehicle registration: Temporary and permanent registration of vehicles, transfer of ownership, issuance of duplicate Registration Certificates (RC), and renewal of registration. New vehicles must be registered within 7 days of taking delivery. A temporary RC is valid for 15 days; a permanent RC is valid for 15 years.

•        Commercial permits: Granting permits for auto-rickshaws, prepaid taxis, luxury cabs, stage carriers (public buses on fixed routes), goods carriers, and other commercial vehicles.

How to Register a Vehicle at RTO Odisha

Vehicle registration is mandatory under the Motor Vehicles Act, 1988. Follow the steps below to register a vehicle at an Odisha RTO:

  1. Step 1: Visit your nearest RTO office within 7 days of taking delivery of the vehicle.

  2. Step 2: Fill and submit Form 20 (Application for Registration) along with the sale certificate (Form 21), roadworthiness certificate (Form 22), valid insurance certificate, PUC certificate, identity proof, and address proof.

  3. Step 3: Pay the applicable registration fee and road tax online through the Parivahan portal. Cash payments are not accepted at Odisha RTO counters.

  4. Step 4: The RTO officer will inspect the vehicle if required.

  5. Step 5: A temporary RC is issued first. The permanent RC, valid for 15 years, is issued thereafter and delivered to your registered address by post.

Types of Driving Licences Issued by RTO Odisha

RTO offices in Odisha issue driving licences for the following vehicle categories under the Motor Vehicles Act, 1988:

•        Motorcycles without gear (up to 50cc)

•        Motorcycles with gear

•        Light motor vehicle (LMV) -- cars, jeeps, and similar vehicles

•        Medium goods vehicle

•        Medium passenger motor vehicle

 Applicants can apply online through the Sarathi portal (sarathi.parivahan.gov.in) or visit their nearest RTO. Valid motor insurance is a legal requirement under Section 146 of the Motor Vehicles Act, 1988 for driving on any public road in India.

Road Tax in Odisha

Road tax in Odisha is calculated as a percentage of the vehicle's ex-showroom price for personal vehicles, or based on specific STA schedules for commercial vehicles. Buyers can pay road tax as a one-time payment for 5 years or as a lifetime payment. Tax can be paid online through the Parivahan portal or the Odisha Treasury Portal.

If road tax is not paid within the 15-day grace period after expiry, the following penalties apply:

•        25% of the road tax amount: from day 16 to day 45 after expiry

•        50% of the road tax amount: from day 46 to day 75 after expiry

•        100% of the road tax amount: after day 75 from expiry

 Prolonged non-payment can result in RC suspension, blacklisting of the vehicle in RTO records, and seizure by enforcement officers.

8. Green Tax
