Sneha is buying a car in Chembur and needs to know which office will register it. Mumbai has four RTOs and their boundaries follow pincodes rather than neighbourhood names. Wadala is a long trip to make on a guess.
RTO Mumbai East operates under the code MH-03 and is located at the Wadala Truck Terminal, serving vehicle owners across the eastern part of Mumbai city. It handles registration, driving licences, ownership transfers, permits, fitness certification and road tax for its jurisdiction, under the Motor Vehicles Act, 1988.
RTO Mumbai East address, phone number and timings

Wadala is among the busier RTOs in Maharashtra by volume. Plan for a wait if your work needs a counter visit. Several services no longer do.
Areas covered by RTO Mumbai East
MH-03 covers the eastern stretch of Mumbai city district, including Wadala, Sion, Dadar, Matunga and the surrounding catchment.
Jurisdiction is set by pincode rather than by neighbourhood name. Boundaries between Mumbai's four RTOs are not always intuitive.
Before assuming MH-03 is your office, check which RTO your pincode falls under on the Parivahan portal. Registering at the wrong office means a wasted trip.
If your vehicle already carries an MH-03 number, this office holds its record. That stays true wherever you have since moved.

How to register a vehicle at RTO Mumbai East
Registration follows five stages and a dealer usually files it on your behalf for a new vehicle.
Submit the application. Form 20 along with the supporting documents, either at the office or through the Parivahan portal.
Pay the fees and road tax. Both are due at the time of application. Keep the receipt.
Vehicle inspection. An officer verifies that the engine and chassis numbers match the documents.
Verification and approval. The office checks the file and assigns a permanent registration number.
RC issued. The smart card registration certificate is dispatched to your registered address.
A dealer-issued temporary registration covers you for up to 30 days. Permanent registration is processed during that window. Riding or driving on an expired temporary number is treated as using an unregistered vehicle.
Documents required for vehicle registration in Mumbai
The paperwork is the same whether the dealer files it or you do.
Form 20, the application for registration
Form 21, the sale certificate issued by the dealer
Form 22, the roadworthiness certificate from the manufacturer
Form 34, where the vehicle is financed, recording the hypothecation
Valid motor insurance certificate
Proof of identity and proof of address
Sales invoice from the dealer
PAN card or Form 60 where a PAN is not held
Pollution Under Control certificate, where applicable
Passport-size photographs
Temporary registration certificate
Insurance is required at the point of registration rather than afterwards. A vehicle cannot be registered without a valid certificate in force. Dealers arrange cover before delivery for that reason.
How to transfer vehicle ownership at RTO Mumbai East
A used vehicle must be transferred into the buyer's name within 30 days of purchase, at the RTO where it was originally registered.
Complete Form 29, the notice of transfer and Form 30, the report of transfer, both signed by buyer and seller.
Gather the original RC, a valid insurance certificate, PUC certificate, the buyer's identity and address proof and a pencil print of the chassis and engine numbers.
Obtain a No Objection Certificate from the financier if a loan was registered against the vehicle.
Submit the file at the RTO and pay the transfer fee.
The updated RC is dispatched to the buyer's address once approved.
Insurance has to be transferred separately. The policy does not follow the vehicle automatically. An untransferred policy leaves the new owner without valid own damage cover.
RTO vehicle registration fees in Mumbai
Registration fees are set centrally and are the same at MH-03 as at any other Indian RTO.
Table: Registration fees by vehicle category
Vehicle category | Fee |
|---|---|
Motorcycle | Rs. 300 |
Three-wheeler or light motor vehicle, non-transport | Rs. 600 |
Three-wheeler or light motor vehicle, transport | Rs. 1,000 |
Medium vehicle | Rs. 1,000 |
Heavy vehicle | Rs. 1,500 |
Imported motorcycle | Rs. 2,500 |
Imported motor vehicle | Rs. 5,000 |
Duplicate RC, transfer of ownership, change of address | Half the applicable registration fee |
These are administrative charges. Road tax is separate and is usually the larger amount.
How much is road tax in Maharashtra?
Maharashtra charges a one-time lifetime tax on a new private car, set as a percentage of its cost.
The table covers a new, privately owned, non-transport car registered by an individual. Company-owned, imported, transport and used vehicles are taxed on different bases.
Table: Maharashtra one-time road tax on a new private car
Fuel type | Up to Rs. 10 lakh | Rs. 10 lakh to Rs. 20 lakh | Above Rs. 20 lakh |
|---|---|---|---|
Petrol | 11% | 12% | 13% |
Diesel | 13% | 14% | 15% |
CNG or LPG, factory-fitted | 8% | 9% | 10% |
Two further points affect the final figure. A Road Safety Cess of 2% applies to the motor vehicle tax, rather than to the vehicle price.
The one-time tax is also capped. The 2025 amendment raised that cap from Rs. 20 lakh to Rs. 30 lakh, effective 1 July 2025. The CNG and LPG rates above took effect on the same date.
Two-wheelers are taxed separately, at 10% to 12% of cost by engine capacity, with a Rs. 1,500 minimum.
Rates change with state budgets. Confirm the current figure before budgeting.
Which RTO services can you complete online?
A good share of RTO work no longer needs a counter visit and knowing which is which saves a trip to Wadala.
Table: Online and in-person RTO services
Service | Online | Requires a visit |

Learner's licence application | Yes, through the Sarathi portal | No |
Permanent driving licence | Application online | Yes, for the driving test |
Driving licence renewal | Yes | No |
Challan payment | Yes | No |

For someone like Sneha, whose dealer is filing the registration, one question matters. Which steps still need her there in person? The inspection does. Most of the rest does not.
Book an appointment through the portal where the service allows it. Walk-in queues at a high-volume office are unpredictable.
Why RTO Mumbai East requires valid insurance
Valid motor insurance is required at three separate points in the RTO process, which is why a lapsed policy stalls more than just your legal position on the road.
At registration. A vehicle cannot be registered without a valid certificate. Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988 and new private cars are issued a bundled policy carrying three years of third-party cover with one year of own damage cover.
At ownership transfer. The policy has to be transferred into the buyer's name. Until that happens, the new owner has no own damage protection even though a policy exists on the vehicle.
At fitness certification and permit renewal. Insurance documents form part of the file for commercial vehicles.
Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.
For a vehicle registered at RTO Mumbai East, comprehensive cover is worth weighing against third-party alone. Mumbai combines dense traffic, monsoon waterlogging and street parking. A third-party policy leaves all of that own damage exposure with you.
Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers. Options include comprehensive, third-party and standalone own damage policies .
RTO codes in Mumbai: MH-01, MH-02, MH-03 and MH-47

Conclusion
Check which RTO your pincode falls under before you travel. Check too whether your task can be done online. Both save time at an office that handles heavy volumes.
Keep insurance, PUC and registration current. Each is needed at more than one point in the RTO process. A lapse in any of them delays work it has no obvious connection to.
Sneha checked her pincode before going anywhere. That confirmed MH-03 as her office and spared her a wasted trip.
