Visit the Parivahan Sewa portal: Open parivahan.gov.in, the official website of the Ministry of Road Transport and Highways.
Open Driving Licence Related Services: Click on Online Services on the homepage and select Driving Licence Related Services. Choose your state from the drop-down list.
Select Apply for Change of Address: On the service menu, click on Apply for Change of Address and proceed.
Enter your driving licence details: Provide your existing driving licence number, date of birth, and pin code. Click on Get DL Details to fetch and verify the records on file.
Enter your new address: Fill in your new permanent or current address exactly as it appears on the address proof you plan to upload.
Upload the required documents: Scan and upload your address proof, identity proof, existing driving licence, and a recent passport-size photograph. Files should be clear, within the size limits shown on the portal, and in PDF or JPEG format.
Pay the fee online: The standard fee is Rs. 200 under Rule 32 of the Central Motor Vehicle Rules. Smart card and service charges may apply depending on your state. Payment can be made through net banking, debit card, credit card, or UPI.
Submit and download the receipt: After submission, download the application acknowledgement. It carries the reference number you will need for tracking.
Visit the RTO if biometric verification is required: A few states require an in-person visit for biometric or signature capture even after online submission. The portal will show this requirement on your acknowledgement.
If you prefer the in-person route, the offline process is straightforward and is handled at the local RTO.
Visit the relevant RTO: Go to the RTO that issued your driving licence or to the RTO under whose jurisdiction your new address falls.
Collect and fill the application: Request the address change application, commonly Form 33 along with Form 1 (self-declaration of physical fitness). Fill in the old and new addresses, your driving licence number, and personal details.
Attach the documents: Submit photocopies of your address proof, identity proof, existing driving licence, and recent passport-size photographs. Carry the originals for verification.
Pay the fee at the counter: Pay the prescribed fee at the cash counter and collect the receipt.
Complete biometric verification: In some states, the RTO will capture your photograph, signature, or fingerprints during the visit.
