For most owners, the reason to engage with the RTO system online is to look up a vehicle, whether their own or one they are considering buying.

  1. Open the Parivahan portal and select Know Your Vehicle Details under Informational Services.

  2. Sign in with a mobile number or register on first use.

  3. Enter the vehicle registration number, such as RJ-14-CA-1234.

  4. Enter the verification code and the OTP if prompted.

  5. View the vehicle details, including the make and model, fuel type, registration date, registering RTO and insurance and fitness validity.

The owner’s name is shown only in masked form, a privacy measure that applies nationally, so a full name and address will not appear. To view the complete, unmasked record of a vehicle you own, link its registration certificate to a DigiLocker or mParivahan account.

Vehicle registration process at a Rajasthan RTO

A new vehicle must be registered before it is driven on a public road. For a vehicle bought from a dealer, the dealer usually initiates the registration, but the owner should understand the steps and the documents involved.

  1. Submit the application in Form 20, with the sale certificate in Form 21 and the roadworthiness certificate in Form 22 from the manufacturer.

  2. Provide proof of identity, proof of address and a valid motor insurance policy.

  3. Provide the vehicle invoice and the PUC certificate.

  4. Present the vehicle for inspection, where the RTO requires it.

  5. Pay the registration fee and the road tax.

  6. Receive the registration certificate, dispatched as a smart card.

Documents required for registration commonly include Form 20, Form 21, Form 22, identity and address proof, insurance, the invoice, the PUC certificate and passport-size photographs. A vehicle bought on finance also needs the hypothecation entered on the registration certificate.

Road tax in Rajasthan

Motor vehicle tax is a mandatory charge collected by the Rajasthan Transport Department and for a private vehicle it is generally a one-time payment made at registration.

The tax is calculated on a slab system rather than a flat rate. The amount depends on the type of vehicle, its engine capacity, its cost or ex-showroom price and its fuel type and higher-capacity and higher-value vehicles fall into higher slabs. However, published figures differ from source to source and are revised periodically, the reliable figure is the one calculated on the Parivahan portal or the Rajasthan Transport Department website at the time of registration.

Two points about Rajasthan road tax are worth knowing in advance. The first is that electric vehicles have been granted a road tax exemption in the state, a deliberate incentive that materially changes the cost of an electric vehicle against a comparable petrol or diesel one. The second is that non-payment carries a penalty, a charge accrues for each month the tax remains unpaid, so a tax that is overlooked becomes progressively more expensive rather than simply waiting to be paid.

Moving to or within Rajasthan: when re-registration applies

This is the question Meena had and it is the one most likely to catch a vehicle owner out, because the rule depends on the kind of move rather than the distance.

A move between two districts within Rajasthan, from an RJ-14 area to an RJ-27 area, does not require re-registration. The registration remains valid across the state and at most an address change is updated on the record. A permanent move to another state is different. Where a vehicle is kept in another state for more than twelve months, it must be re-registered there, which requires a no objection certificate from the original RTO, assignment of a new registration mark in the new state and payment of that state’s road tax, often with a proportional refund claimable on the tax already paid in Rajasthan.

The practical rule is that a move inside Rajasthan is an address update at most, while a permanent move across a state border is a re-registration with an NOC. Confusing the two is what leads to a vehicle running on an out-of-state registration long past the point the law allows.

Driving licence services at a Rajasthan RTO

The RTO is also the licensing authority. A learner’s licence is the compulsory first stage, obtained after a test on traffic rules and is valid for six months. The permanent licence follows, applied for at least 30 days after the learner’s licence and before it expires and issued after a driving test. Renewals, duplicates and the addition of a vehicle class are also handled by the RTO, largely through the Sarathi portal.

Since the licence process has its own detailed requirements, an owner dealing specifically with a licence should follow the dedicated licence guidance rather than treat it as a sub-task of a general RTO visit.

Common mistakes vehicle owners make with the RTO

  • Assuming a move within Rajasthan needs re-registration, when it needs at most an address update

  • Overlooking road tax and letting the monthly penalty accumulate

  • Expecting a full owner name and address from a public VAHAN search, which privacy rules do not permit

Rajasthan RTO services and motor insurance
