When Rohit took a job in Gurugram and moved from Delhi with his car, his first question was whether his Delhi registration would still stand or whether he would have to re-register and pay Haryana road tax all over again. The Haryana Transport Department and its Regional Transport Offices administer vehicle registration, driving licences, motor vehicle tax and permits across the state under the Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules, 1989. This page carries the Haryana RTO code list with district offices, the registration and licence fees, the road tax slabs and the routes for checking a vehicle or RC online.

Complete list of RTO offices in Haryana with HR codes

Haryana registers vehicles through a large network of district, sub-divisional and Regional Transport Authority offices, running from HR-01 to HR-99. The 19 November 2024 Haryana Gazette notification superseded the earlier code notifications and now lists 105 registering authorities across these numbers, because six code numbers are shared between two authorities by letter series and one is reserved for a special purpose. How to read a Haryana vehicle registration number

A Haryana registration number reads in four parts. HR is the state code for Haryana, the two digits identify the registering RTO or transport authority, a one or two letter series comes next and a four-digit number completes it. In a plate reading HR-26-DK-1234, HR is the state, 26 is the Gurugram office, DK is the series and 1234 is the unique number.

Haryana’s registration numbers run much higher than those of most states because it operates a large network of sub-district and additional offices, each with its own code. This is why HR codes reach well beyond the twenties and thirties seen in smaller states.

What the Haryana RTO does

The RTO is the authority that applies the Motor Vehicles Act locally and its work falls into a few clear groups.

  • Vehicle registration and RC issuance, including temporary and permanent registration

  • Driving licence and learner’s licence issuance, with the associated testing

  • Goods and passenger vehicle permits

  • Motor vehicle tax and road tax collection

  • Fitness certificates for older and commercial vehicles

  • Emission and PUC enforcement

  • Ownership transfer, hypothecation entry and removal and NOC issuance

  • Enforcement support for traffic and transport rules

Vehicle registration process at a Haryana RTO

A new vehicle moves from a dealer’s temporary registration to a permanent one through this sequence.

  1. The dealer issues a temporary registration valid for one month at the point of sale.

  2. Apply for permanent registration within the prescribed window.

  3. Submit the documents and pay the registration fee and road tax.

  4. Present the vehicle for inspection where the RTO requires it.

  5. The RTO allots the permanent registration number.

  6. The smart-card registration certificate is dispatched to the registered address.

A permanent registration certificate for a private vehicle is valid for 15 years and is then renewable in five-year blocks. Most application steps, document uploads and fee payments can now be completed online through Parivahan and the Haryana Transport portal, while vehicle inspection usually requires an in-person visit.

Haryana road tax and motor vehicle tax

Road tax is the single largest cost at registration and Haryana levies it as a one-time tax under the Haryana Motor Vehicles Taxation Act, 2016. The rates below are the official schedule notified by the Haryana Transport Department, applied as a percentage of the vehicle’s cost, which for a new vehicle is the ex-showroom price.

A private vehicle not covered by these categories, such as a camper van or caravan, is taxed at 12% of cost and certain special-purpose vehicles are taxed at 6%. For an already-registered vehicle brought into Haryana, the cost basis is the present ex-showroom price of a similar vehicle, rebated at 7% for each year the tax was paid elsewhere, up to a maximum rebate of 56%.

Haryana also provides road tax concessions for eligible electric vehicles, certain CNG vehicles and selected non-transport vehicles registered in a woman's name, subject to the applicable government notifications. 

The tax on a new vehicle is payable within 30 days of purchase. Late payment attracts a penalty of 0.5% of the tax due for each day of delay, capped at the tax amount, along with simple interest, so an overlooked road tax becomes materially more expensive rather than simply waiting to be paid.

One point matters especially in Gurugram and Faridabad, given the constant movement of vehicles from Delhi. Road tax is a state levy, so bringing a vehicle into Haryana permanently and re-registering it means paying Haryana road tax on the vehicle’s depreciated value, while a refund of the unused portion can be claimed from the state the vehicle came from. The tax is payable within 30 days of purchase. Late payment attracts a penalty of 0.5% of the tax due for each day of delay, subject to the prescribed cap, along with simple interest. 

This was the decision Rohit faced. A short visit to Delhi and back each week would have left his registration untouched, but once the car was based in Gurugram beyond twelve months the law required re-registration in Haryana. Weighing the Haryana tax on the depreciated value against the refund claimable from Delhi, he treated it as a single linked transaction rather than two separate errands, which is the way to keep the cost and the paperwork under control.

How to check your RC status online in Haryana

An application in progress and a vehicle’s RC details can both be checked online.

  1. Open the Parivahan vehicle-related services page and select Haryana and the relevant RTO.

  2. Open the Status tab and choose Know Your Application Status.

  3. Enter the application number and submit to see the current stage.

To check the RC details of a registered vehicle, open Know Your Vehicle Details on the Parivahan portal or use the mParivahan app, enter the registration number and view the returned record, which shows the masked owner name, registration date, RTO, fuel type and insurance, PUC and fitness validity.

For Rohit, the process became much simpler once he understood the sequence. After obtaining the NOC from Delhi, he completed the Haryana registration, paid road tax on the depreciated value and claimed the eligible refund from the previous state. Knowing the correct order avoided unnecessary delays and duplicate paperwork.
