The Ministry of Road Transport and Highways (MoRTH) is the apex body in India responsible for formulating and administering road transport policies.
One of the duties of MoRTH is to keep a database of all the registered vehicles and licensed drivers and ensure proper implementation of the road transport regulations. For this purpose, under Section 23 of the Motor Vehicles Act 1988, Regional Transport Offices (RTOs) have been set up in every state and union territory. RTO Mumbai is one such RTO in the state of Maharashtra.
Let's take a look at four important details related to the RTO office in Mumbai-
Mumbai RTO is one of the 50 RTOs currently active in Maharashtra. As Mumbai is a populated city, lakhs of driving licenses are issued, and vehicles are registered every month. As a result, Mumbai RTO is divided into three zones - Mumbai (South), Mumbai (West), and Mumbai (East). Each of these zones has its dedicated RTO office.
Apart from these zonal RTOs, various RTO sub-centres and Deputy RTO offices are spread across the city. You can also visit https://parivahan.gov.in/parivahan//en to learn more about Mumbai RTO and also avail a host of RTO services online.
Like other RTOs, the primary function of the Mumbai RTO is to enforce all the different rules and regulations pertaining to road transport in India. Some of the most critical functions of Mumbai RTO are as follows-
• Vehicle registration
• Issue various licenses and permits
• Conduct driving tests for new driving license applicants
• Driving license renewal
• Collect road tax
• Set up check posts for conducting car inspections to ensure all the traffic rules are followed
• Random inspection of vehicle documents, including RC, car/bike insurance, PUC, etc.
• Vehicle ownership transfer
The Mumbai RTO offers Temporary and Permanent vehicle registration services. Here’s what they mean-
• Temporary vehicle registration
When you purchase a new vehicle, the dealer gives it a temporary registration number. It is generally valid for 7 days but can be extended up to 30 days. During this period, the vehicle owner should visit the RTO office for a permanent registration number.
• Permanent vehicle registration
Permanent registration of every vehicle is mandatory by law. To get the permanent registration number from Mumbai RTO, vehicle owners must submit vehicle ownership details, PUC certificate, bike/car insurance certificate, registration form, and the applicable fee.
The Mumbai RTO issues driving licenses for various vehicle categories. Here are some of the vehicle categories for which driving licenses are offered at Mumbai RTO-
• Motorcycle with engine capacity of up to 50cc
• Two-wheelers (with gear)
• Two-wheelers (without gear)
• LMV (Light Motor Vehicle)
• Medium/Heavy-duty commercial vehicle
