Check KA-53 RTO services, fees, road tax, registration rules and contact details in K.R. Puram.

Arvind works long hours at a tech park in east Bengaluru and is finally replacing his old hatchback. He has an on-road quote for a Rs. 12 lakh SUV, bought on a loan.

The quote contains a long list of charges. Some of these are government charges, while others are dealer charges. The government charges alone exceed Rs. 2 lakh. Before he signs, he wants to know what each of those charges are.

K.R. Puram RTO operates under the code KA-53 and is located on Old Madras Road at Bhattarahalli. It serves the eastern Bengaluru area and handles registration, driving licences, road tax, permits and fitness certification.

Which area does KA-53 serve?

KA-53 is the K.R. Puram RTO, serving the eastern Bengaluru area.

It is a separate office from KA-03, which the department designates RTO Bangalore East. The two codes cover different jurisdictions. An eastern address alone does not tell you which office holds your file.

Jurisdiction follows your address and is assigned by the department. Check which office covers your pincode on the Parivahan portal visiting the office.

If your vehicle already carries a KA-53 number, this office holds its record.

How to register a vehicle at K.R. Puram RTO

Registration runs in five stages and a dealer usually submits it for a new vehicle.

  1. Submit Form 20 with your supporting documents, at the office or on the Parivahan portal.

  2. Pay the lifetime tax, cess and registration fee. Keep the receipt.

  3. Vehicle inspection. An officer checks the engine and chassis numbers.

  4. Verification and approval. The office assigns a permanent registration number.

  5. RC issued. The certificate is dispatched to your registered address.

A dealer-issued temporary registration lets you use the vehicle while the permanent one is processed. Apply for permanent registration before it expires.

Documents required for vehicle registration

The document set is the same whether you or your dealer files it.

  • Form 20, the application for registration

  • Form 21, the sale certificate from the dealer for a new vehicle

  • Form 22, the roadworthiness certificate from the manufacturer

  • Form 34, where the vehicle is financed

  • Valid motor insurance certificate

  • Proof of identity and proof of address

  • Sales invoice from the dealer

  • PAN card or Form 60 where no PAN is held

  • Pollution Under Control certificate, where applicable

  • Passport-size photographs

How much is road tax in Karnataka?

Karnataka charges a lifetime tax on a new vehicle, set as a percentage of its cost, with two additional charges.

Two additional charges apply to the lifetime tax. A cess of 11% is charged on the motor vehicle tax itself, not on the vehicle's cost. A fixed Road Safety Cess is also collected at registration.

The Road Safety Cess is Rs. 500 for a two-wheeler or three-wheeler and Rs. 1,000 for other vehicles.

Illustrative government charges in the quote. Using an illustrative price for Arvind's financed SUV:

Each of those is set by the state or the centre. Any other amount on the quote, such as accessories or the dealer's own charges, comes from the dealer.

Seeing the lines separately shows Arvind which part of the total is fixed by law. It does not tell him whether the rest of the quote is fair. That requires a separate discussion with the dealer.

These are illustrative numbers, so confirm the vehicle cost and tax on your own invoice with the dealer.

How to transfer vehicle ownership

A used vehicle must be transferred into the buyer's name within 30 days of purchase.

  1. Complete Form 29, the notice of transfer and Form 30, the report of transfer, signed by buyer and seller.

  2. Gather the original RC, a valid insurance certificate and a PUC certificate.

  3. Add the buyer's identity and address proof and a pencil print of the chassis and engine numbers.

  4. Get a No Objection Certificate from the financier if a loan is registered against the vehicle.

  5. Submit the file at the office where the vehicle is registered and pay the transfer fee.

The transfer fee is half the registration fee for the vehicle's category.

The insurance policy must be moved into the buyer's name separately. Otherwise, the new owner may not have own damage protection under the policy.

When you need an NOC

Moving a KA-53 vehicle to another state needs a No Objection Certificate from this office.

The new state's RTO asks for the NOC before it re-registers the vehicle. Apply on Form 28, either at the office or on the Parivahan portal.

Clear any pending challans and tax dues first, since the office checks for them. If a loan is registered against the vehicle, the financier's consent is also needed.

An NOC is normally valid for six months. Complete re-registration in the new state within that period.

Which KA-53 services can you complete online?

Why insurance comes before registration

A vehicle cannot be registered in India without a valid insurance certificate in force.

Third-party cover is the legal minimum under Section 146 of the Motor Vehicles Act, 1988. New private cars are issued a bundled policy. It carries three years of third-party cover with one year of own damage cover.

Driving without valid insurance carries Rs. 2,000 for a first offence, rising to Rs. 4,000 for a repeat. You also remain personally liable for third-party compensation awarded against you.

Comprehensive cover is worth weighing against third-party alone in east Bengaluru. Dense traffic on the city's main corridors and monsoon flooding, neither is covered under a third-party policy .

Zurich Kotak General Insurance Company (India) Limited covers cars and two-wheelers . Options include comprehensive, third-party and standalone own damage policies .

Conclusion

Confirm which office covers your pincode before you travel. KA-53 and KA-03 are separate offices, even though both serve parts of east Bengaluru.

Read an on-road quote line by line. In Karnataka, the lifetime tax, the 11% cess and the Road Safety Cess are three separate charges.

Arvind has asked the dealer for an itemised quote that separates the government charges from everything else. He will review it before signing the loan papers.
